Evaluating indexes also became more and more adequate. But social indexes were not as mature as economical indexes. As a whole, these two kinds of indexes are to evaluate objective elements of urban public works. The system of evaluating was overlooked. In fact, the nature of urban public works evaluating is that each evaluators have a game with different power and interests on the base of assessment tools. And the system of evaluating could play a role as a regulator of the game. If power-owners don't consider about public welfare but their own interests, and if proper evaluating system is lacked, either; the game between them would result in overmuch investments on urban public works. But urban users did not need so much of that. And so urban public welfare would be harmed so as to city competence and sustainable development abilities.Overviewed the history and present situation of urban public works evaluating over the whole world, there are many experiences and lessons. Especially in China, there were some problems such as the difference between evaluating conclusion and real effectiveness, the contrary conclusion of government and publics, "governor-first" in evaluating etc., which resulted that the principle of equality and efficiency on public goods supply had been damaged. Finally, a series of bad effectiveness such as urban resources to be wasted occurred. On the contrary, the system of urban public works evaluating is more mature and effective in some developed cities of foreign countries. There are many experiences could be referenced as for Chinese cities.As the author's opinion, the first step of evaluating city public works is to analyze the evaluating system on the base of traditional economical assessment and social evaluating. New evaluating indexes should be made and to be used as some of evaluating elements in its mathematics models. In China, some specific measures such as citizen participation, to improve the methods and system of urban public works evaluating etc. should be emphasized. Only in this way, the game of power-owners and interests-sharers would not be harmed to urban public welfare and city competence. It is to be assured that city would develop harmoniously and stable, its agglomerate and radiant utility would accelerate the development of regions and even its country.
