Study On Management Of Bidding For Works Of Water Project Construction And Bidding Agency In Shandong Province

Bidding works in construction is a very important link in the course of the practice investment plan. In the beginning of 80' s, as a breakthrough of building industry and capital construction system reform, bidding works firstly was practised in field of engineering, and it led to the development and expanding of bidding works. In Shandong province, it has been from the middle of 80' s that bidding came into use in water construction, since then much experience and performance accumulated after years of research and practices.This thesis will study the following three issues one bye one. Firstly, it retrospect the course of the development of bidding system, briefly introduced the operation of bids in our country and abroad, and pointed out that it is the healthy laws and rules which supported to keeping the bidding works open, fair and justify.Secondly, there mentioned some key problems in the water construction biddings, gave the rules of activities, suggested taking bidding agency and accepting the reasonable and the lowest price, this would keep the market healthy and sustainable development.Finally, there discuss the present problem of water construction bidding of Shandong province. Since it has been taking bidding agency, some suggestions and improvement commanded.Hoping the views of this thesis may be helpful for the improving and development of the bidding" works of water project construction in Shandong province.
