Study On International Capacity Cooperation Model And Location Selection For Undertaking Cotton Textile Industrial Transfer Enterprises In Xinjiang

In 2010,the State Council promulgated the "Guiding Opinions on Undertaking Industrial Transfer in the Central and Western Regions" to encourage the western region to actively undertake industrial transfer in the central and eastern regions.The "Twelfth Five-Year Development Plan for the Textile Industry" clearly states that the western region should improve the basis for undertaking industrial transfer and actively participate.With its geographical and resource advantages,Xinjiang has been actively undertaking the industrial transfer of the cotton textile industry since 2014.As of 2017,there were more than 2,200 cotton textile enterprises in Xinjiang,and cotton textile capacity has begun to take shape.At the same time,the “Belt and Road Initiative” initiative and the opening of the China-European trains provide favorable conditions for the export of Xinjiang cotton textile products.In 2015,the State Council issued the “Guiding Opinions on Promoting International Capacity and Equipment Manufacturing Cooperation”,providing opportunities for Xinjiang cotton textile enterprises to cooperate with neighboring countries in international capacity cooperation.This paper takes the international capacity cooperation model and location evaluation of Xinjiang cotton textile enterprises as the research content,and analyzes the theory based on foreign investment and location evaluation.First,based on the analysis of the current situation of Xinjiang and neighboring countries,understand the motivation of Xinjiang cotton textile enterprises for international capacity cooperation.Secondly,based on the perspective of market and policy orientation,analyze the selection of international capacity cooperation model for Xinjiang cotton textile enterprises.Finally,based on the questionnaire data of experts and scholars in the cotton textile industry,the location selection evaluation index system is constructed,and the questionnaire survey,the analytic hierarchy process,the combination of qualitative and quantitative research methods,and the open data are used to empirically analyze the location evaluation.The evaluation object is Kazakhstan,Russia,Pakistan and Kyrgyzstan.The study found that under the “Belt and Road Initiative”,Xinjiang cotton textile enterprises will focus on foreign investment.In the location evaluation,the empirical research shows that the most suitable location for Xinjiang cotton textile enterprises in foreign investment is Kazakhstan,Russia,Pakistan and Kyrgyzstan.Under the background of the global market layout of large enterprises,the foreign investment of Xinjiang cotton textile enterprises will promote the development of Xinjiang cotton textile industry,and then drive the export of intermediate products and production equipment in Xinjiang.Cotton textile enterprises will expand the international market while developing the domestic market.The research conclusions provide reference for the international capacity cooperation model and location evaluation of Xinjiang cotton textile enterprises.
