Analysis On The Mechanism Of Agricultural Cooperatives To Control The Quality Of Agricultural Products

Once the development goal of agriculture in China was to increase production and ensure food security,but with the growing strength of the country and the development of international trade,the focus of agricultural development in China has changed to ensure the quality and safety of agricultural products,and the long-term goal is to make agricultural products reach a high quality level.Document No.1 of the Central Committee in 2018 proposed "to improve the quality of agricultural development and foster new momentum of rural development".Among them,the strategy of promoting agriculture by quality was emphasized,and the green,high-quality,distinctive and brand-oriented agriculture was further promoted.The layout of agricultural productivity was adjusted and optimized,and the orientation of agriculture from increasing production to improving quality was promoted.Although science and technology can achieve the rapid increase of agricultural production,there is still a lack of effective ways to deal with the quality problems caused by human factors.The anthropogenic factors mainly come from the characteristics of small scale of production,non-centralized distribution and uneven personal qualities of farmers in China.Document No.1 puts forward that the most effective solution is to cultivate new agricultural management subjects and support small farmers,cultivate various specialized market-oriented service organizations,help small farmers save costs and increase efficiency,and enhance the organizational level of small farmers.Farmers' professional cooperatives are just a new type of agricultural organization.They are farmers' associations.They unite the farmers who volunteer to join the organization as a whole.They take serving farmers as the basic principle,give farmers preferential production costs and sales support,and at the same time,improve the degree of farmers' organization and production standardization.The purpose of this paper is to explore the mechanism of the existing cooperatives to control the quality of agricultural products.This paper analyses the external environmental impact mechanism and internal management mechanism from two aspects: the external environment includes government management,agricultural policy,contract design and market environment,etc.This paper focuses on the analysis of the different benefit-sharing modes in the revenue-sharing contract on the quality of cooperatives.The model assumes that the decision-makers of cooperatives have fair preferences,and analyses what kind of benefit-sharing mode can most effectively promote the quality control of cooperatives with different preferences.In the internal mechanism analysis,the relevant subjects of agricultural product quality benefit are divided into demanders,cooperativesand members,and the demands of each stakeholder are analyzed.The analysis of the game determines the best strategy of the cooperative and the best strategy of the members,and proves the effectiveness of the internal management system of the cooperative to control the quality with the best strategy of the game.The results of this paper are as follows: in the aspect of external influence mechanism,designing different benefit sharing schemes can promote cooperatives to invest in quality,thus guaranteeing that cooperatives have the motive of quality control from outside.In this context,under the premise of external environment constraints,internal management mechanism determines that cooperatives choose to strengthen the management of members to protect collective interests.Maximizing self-interest will also choose to ensure product quality.Only the appropriate external environment and effective internal management can effectively control the safety of production,both of which are indispensable.The possible innovations of this paper include:(1)Through the game analysis of the interest relations among cooperative organizations,farmers and demanders,it will play a research and practical significance in the system construction of cooperative organizations in China and in solving the security of agricultural industry in China.(2)Cooperatives and downstream enterprises are regarded as secondary industrial chains.Fair preferences and contract design commonly used in industrial fields are applied to agricultural industry to promote the standardized management of agricultural industry chains.
