In recent years, the outbreak of the agricultural products quality and safety incidents caused food safety crisis, resulting in serious economic losses for countries, which adverse social impact, that not only harm the health of consumers, and make people’s psychological fear and little trust in the government. Characteristics of China’s agricultural production is small-scale and decentralized production. The traditional supply model which is difficult to ensure the quality and safety is slow, wasteful. This new organization of farmer cooperatives combine multiple scattered small individual farmers, and ensure the quality and safety of agricultural products. But produce have their own characteristic including experience good and trust products, which make information asymmetry from production to consumption sectors the existence of quality. At present, the quality and safety of agricultural foreign scholars mainly study from the supply chain, new economics, game and other research perspective. Chinese scholars is to study China’s food safety and quality problems and countermeasures, government surveillance, information asymmetry, and the joint management of the supply chain. The quality of security from farm cooperatives operating conditions is not very much. Based on the background of farmer cooperatives that perspective, studying the inner workings of the mechanism of cooperative mechanisms and further analysis of the quality and safety of agricultural about the interests of the main game behavior is becoming more important. For the cooperative mode this will improve the quality of agricultural products safety and puts forward policy. The main work includes the following aspects:1 Analysis of the inner workings of cooperatives. Cooperatives’ operating is mainly the action game between the farm and small-scale farmers.
