The Study Of Long-term Care Insurance Implementation Status And Improvement Strategy In Shanghai

Objective On the basis of combing the relevant policies of LTCI in Shanghai,the paper investigates the current situation from the application and nursing evaluation,providing services,regulatory requirements,applicants attitudes and expectations,and finds out the problems in the system design and implementation process.So the paper draw lessons from the experience at home and abroad,and put forward suggestions on improving policy,then provide a valuable reference for the implementation of LTCI in China.Methods Taking the elderly who are receiving community care and nursing care as the objects of the survey,use self-designed questionnaire to investigate satisfaction degree,needs and expectations in all aspects of LTCI.To find out the problems in the design and implementation,the paper select the head of the medical insurance center,the head of the beadhouse and nursing home,staff of needs assessment,and the elderly over 60 years old as the interview object,to collect the opinions and suggestions on the LTCI policy.Results The results showed that:about 186,000 elderly people have received LTCI services,including 78,000 people receiving institutional care services and 108,000 people receiving home care services.January to October 2018,the LTCI fund has paid 706 million yuan for services.94.0% of the respondents were satisfied with LTCI and 6.0%with general satisfaction.More than 80.0% of the elderly are satisfied with the aspects of each link.However,1.2% were very unsatisfactory with the handling procedures and life care services.13.9% said they don't understand and do not understand accounted.LTCI policies;48.2% indicates partial understanding;.The interview results show that there are some problems in policy implementation,such as lack of manpower,quality and policy cohesion,departmental uncoordinated,lack of supervision and evaluation deviation.Conclusions 1)LTCI in Shanghai is being actively promoted,and the number of applicants is growing rapidly.2)the elderly receiving nursing services have a high overall satisfaction with LTCI,but there are also dissatisfied aspects.3)the understanding of the LTCI policy for the elderly needs to be improved.4)there are still some problems in the implementation of LTCI,which needs further improvement.Figure2;Table7;Reference50...
