Empirical Research And Optimization Suggestions On The Payment Methods Of Long-term Care Insurance In My Country

Since the promulgation of the Opinions on the Pilot Project of Long-term Nursing Insurance System by the Department of Human Resources and Social Security of China in 2016,pilot projects have been carried out in various pilot cities across the country.Payment is the most direct and sensitive part of the long-term care insurance system involving the interests of all parties and the behavior of all parties.Therefore,the reform and improvement of payment methods has become one of the key factors affecting the sustainable development of the long-term care insurance system.The way to conduct in-depth research and exploration is of great significance.This paper comprehensively adopts the literature method and the social survey method,taking the exploration and improvement of the long-term care insurance payment method in China as the research content,from the related concepts and theoretical basis of the long-term care insurance payment method,the pilot exploration status of each city,and the empirical analysis of the pilot cities.The foreign long-term care insurance payment methods are used for reference and the improvement suggestions are discussed at five levels.First,the concepts,principles,and basic theoretical basis of long-term care insurance and payment methods are explained.Secondly,by analyzing the exploration and practice of payment methods in pilot cities such as Qingdao,Shanghai and Changchun,we can draw our experience and problems in the payment method of long-term care insurance.Thirdly,the survey was conducted on the above cities by using questionnaires.The spss21.0 software was used to analyze the appeals and opinions of the respondents on the current payment methods,and the interviewees were interviewed in the form of case interviews to obtain qualitative research materials.Then,analyze the long-term care insurance payment methods of countries such as Germany,Japan and Korea,aiming to draw on their advanced experience.Finally,according to China's national conditions,it is necessary to adjust the age limit and standardization qualification recognition procedures for payment objects,improve the payment grade and clear payment level,and pay and optimize the type of nursing service type by stage,and improve the payment mechanism supervision mechanism.And other suggestions.
