Study On Problems And Countermeasures Of Development Of Farmers’ Professional Cooperatives In Shizhong District Of Neijiang City

As an economic organization that has typical geographic characteristics and is specialized in serving the development of agriculture,farmer and rural areas,farmers’ professional cooperative plays an important role in the development of agriculture and rural areas in China.Along with the progress of agricultural and rural work,the farmers’ professional cooperative draws more attention from the government and the society.The 2016 No.1 Document proposed “actively cultivating family farm,professional farmer household,farmers’ professional cooperative,and agricultural leading enterprise”,and “actively supporting farmers to develop leisure tourism cooperative.The 2017 No.1 Document proposed strengthening the standard construction of farmers’ professional cooperative and developing the comprehensive cooperation in production,supply and marketing,and credit.The 2018 No.1Document,supporting the implementation of Rural Revitalization Strategy,further proposed “strengthening the support on new-type agricultural business entities” and“implementing the cultivation project of new-type agricultural business entities,cultivating and developing family farm,cooperative,leading enterprise,social service organization and agricultural industry union,and developing various forms of moderate scale business”.Farmers’ professional cooperative has become an important organization to realize rural revitalization,promote agricultural supply-side structural reform,and lead farmers to get rid of poverty.Shizhong district is an important node city in the hilly region of sichuan basin.Agriculture plays important role in whole area.In recent years,great changes have taken place in the agricultural and rural areas,which is closely related to the important role played by the farmers’ professional cooperatives.This article takes farmers’ professional cooperative in Shizhong District of Neijiang City as the research object.Based on reviewing related domestic and overseas,certain achievements are realized in driving agricultural industry structure adjustment,increasing agricultural scale,building the brand of agricultural products,promoting farmers to increase income,and enlarging the collective economy,by means of the establishment of acomprehensive joint cooperative,the innovation of financing means,the improvement of rules and regulations of cooperative,the application of internet technology,and the definition of Shizhong District of Neijiang City.Nevertheless,problems still exist,including non-equalizing of farmers’ professional cooperatives among townships,top-heavy construction of farmers’ professional cooperatives industry,lack of practical talents,incomplete interest linkage mechanism,deficiency in the implementation of supporting policies,are found.This article suggests strengthening policy guidance,propeling policy implementation,promoting the balanced development of farmers’ professional cooperatives,improving the industrial structure,promoting supply-side structural reform in agriculture,increasing the cooperation between the government and cooperatives,cultivating more talents,promoting the closer connection between cooperatives and farmers.
