As an important part of China's banking system, urban commercial Banks play an important role in promoting China's financial development. In the recent 10 years, urban commercial Banks seize the opportunity of reform to adjust the structure and promote transformation, the scale of assets and business coverage are growing rapidly, the market share is rising, and the overall trend of development is good. However,China's urban commercial Banks have been under the control of local governments for a long time.In the process of their development, political color and regional characteristics are obvious.Corporate governance, especially the ownership structure, has obvious shortcomings, and the overall operating efficiency is not high.In order to better adapt to the needs of their own development, with the encouragement and promotion of the regulatory level,China's urban commercial Banks further strengthen the equity management, optimize the equity structure, have introduced war investment or new controlling shareholders, gradually get rid of the control of the local government. The change of control right is an obvious feature in the process of equity reform of urban commercial Banks. The change of controlling shareholders has an important influence on a bank's development strategy and business strategy,it will affect the bank's corporate governance and business performance. In order to analyze the specific impact of control right transfer of a city commercial bank, this paper selected a city commercial bank whose control right has been transferred in recent years as the research object to carry out relevant analysis, hoping to draw reasonable research conclusions. This paper firstly analyzes the influence of the transfer of control right from local government to large state-owned enterprises on the corporate governance of case Banks based on the characteristics of corporate governance of urban commercial Banks in China. Then, the comprehensive index system of bank performance evaluation is established by means of questionnaire survey, and the changes in capital strength, profitability, risk control and business development of the case bank after control transfer are analyzed in detail. After the comparative analysis of this paper,it is found that after the transfer of control rights, the corporate governance of the case bank is more perfect and the organizational structure is further optimized. In the initial stage of the transfer of control rights, the capital strength is greatly improved, the business innovation ability is strengthened, the product structure is more abundant, the deposit market share is increased, and the business situation is obviously improved. However, with the consumption of capital and the transfer of control right for a period of time, the business development speed and asset expansion speed of the case bank are obviously slowed down.In addition, with the rapid expansion of business, the credit risk faced by the bank is continuously increased, the asset quality goes down, and the profit growth rate declines.Although this paper established a set of relatively applicable comprehensive evaluation index system through questionnaire survey based on existing data, the analysis of non-financial indicators of case Banks is relatively rare. Moreover,as this paper studies individual cases, the research conclusions may not be universally applicable,so the research has certain limitations.
