With the rapid development of domestic economy, banking market competition is becoming increasingly fierce; the domestic city commercial bank is facing more and more challenges. Talent has become the core competitiveness of bank is the most important element. Performance evaluation as a kind of effective human resources evaluation and management system for enterprise employees evaluation, adjust the salary, promotion duties and personnel training, provides the important basis. As a feedback mechanism, it is also for the enterprise to create a superior and employees, the staff and the communication between employees and the opportunity to exchange.In reality, there are always some enterprises simply focus on business, and ignore the function and significance of performance appraisal. Some enterprises have a perfect performance appraisal system, but due to a lack of leadership and management, performance appraisal can’t get really pay attention to, the performance appraisal often becomes a mere formality. After the end of the inspection work, the results also have a very good application, performance evaluation to take out its proper role.Taking Fushun City Commercial Bank as case studies, this paper brings forward the problems existing in the performance evaluation, analyzes the causes of problems, and put forward the constructive opinion and the suggestion, is divided into five parts: the first part is the introduction part, mainly elaborated to choose a background and meaning, research content and method. The second part is the case description, through the four cases of Fushun City Commercial Bank performance evaluation situation is described. The third part is the case analysis part, according to the advanced performance evaluation theory, points out the existing problems; the reason of the problem produced is analyzed. The fourth part is the countermeasures and suggestions, in view of the case analysis of the problems existing in the puts forward some useful countermeasures and Suggestions. The fifth part is the conclusion of the whole thesis are summed up and summarized.Because this paper studies of Fushun City Commercial Bank is a typical city commercial bank, for classical case analysis is helpful to the understanding city bank performance appraisal management faces problems and challenges, such studies in theory has certain value. Through the case analysis, for the enterprise human resource and performance evaluation of ascension has obvious practical significance. At the same time, with similar enterprise also to have certain reference significance.
