Analysis On S Province's Policy Re-guarantee: Problems,Causes And Countermeasures

At present,most provinces in China have set up provincial re-guarantee institutions and policy re-guarantee mechanism.However,due to the lack of a unified supervision and policy guarantee system,re-guarantee institutions in terms of organization construction,functional orientation,operating modes,operational mechanism and its functions vary from province to province.On the whole,re-guarantee institutions face the dual pressures of industrial risk accumulation and unsatisfactory performance of policy functions.As a province with a large number of financing guarantees,S Province has come out in front in terms of the number of institutions,the amount of guarantees,and the number of enterprises under guarantee.At the end of 2015,the S Province's re-guarantee institution was officially listed.After more than three years of operation,the S Province's policy re-guarantee mechanism based on the provincial re-guarantee institution was gradually established.This paper chooses the re-guarantee of S Province as the research object,and analyzes the problems and reasons in policy re-guarantee mechanism.First of all,this paper uses the literature research method to sort out relevant theories at home and abroad of financing guarantee and re-guarantee.Secondly,by using the inductive deduction method,the related concepts of financing guarantee and policy re-guarantee are summarized.And combining with relevant literature,this paper makes a theoretical analysis of the purpose and significance of policy re-guarantee.Finally,the case study method is used to analyze the organization and operation of the policy re-guarantee in S Province,and according to the existing problems,combined with the theoretical research results,this paper puts forward several policy recommendations to optimize the S Province's re-guarantee mechanism.Through research,it is found that although the existing policy re-guarantee in S Province has a positive effect on the healthy development of S Province's financing guarantee industry,there are still some problems in S Province's policy re-guarantee from the following aspects: financing guarantee industry,S Province's re-guarantee institutions and operation of policy re-guarantee.These problems are mainly reflected in the accumulation of industry risks,the lack of sustainable development of re-guarantee institutions and the poor operation of policy re-guarantees mechanism.In response to these problems and in combination with relevant theories and practical work experience,this paper attempts to make some suggestions on optimizing and perfecting the S Province's policy re-guarantee,and hopes that these recommendations can provide certain reference for relevant workers and researchers.Of course,because policy re-guarantee is still in the process of exploration and development,this article does not discuss in depth how policy re-guarantee and re-guarantee institutions should choose between marketization and policy.I hope that it is possible to further study the optimal policy management strategy for policy re-guarantee in future study and work.
