Study On Compensation Standard Of Renouncing Rural Land Contractual Management Right Based On The Hierarchy Of Farmers' Needs

The transfer of a large number of rural laborers to non-agricultural industries has made the phenomenon of rural hollowing,abandonment and abandonment more serious.However,for farmers,how much the compensation standard is and whether the compensation system is perfect will directly affect their behavior decision-making,so it is very important to explore and establish a scientific and reasonable compensation standard.Under this background,this paper reviews the related research on the land contractual management right.Based on the Property theory,Land rent and Land price theory,Farmer behavior decision theory,the goals and contents are clarified and the methods are improved.Firstly,by interviewing 120 rural households in Chengdu and applying the Grounded theory of technical methods,the paper analyzes the needs for the farmers' quitting the land contractual management right,and identifies the types of compensation needs that the rural households quit the land contractual management right,On the basis of Maslow's theory of hierarchy of needs,we classify each demand genus into layers;Secondly,AHP method is used to determine the weight of each n level and the corresponding genus of needs.Finally,based on the theory of sustainable need development,the compensation target of each compensation level of farmers is determined and the compensation standard is calculated.The conclusions are as follows:(1)The needs of farmers to quit the land contractual management right can be divided into physiology needs,security needs,emotional needs and development needs,the weights are 0.48,0.37,0.08 and 0.07 respectively,including 6 needs of the genus :income compensation needs,old-age security needs,unemployment protection needs,emotional compensation needs and development of compensation needs.(2)The standard of compensation for contracted management of land based on the needs level of peasants is 53,000 yuan per person,and the compensation rates for the four levels of needs of physiology,security,emotion and development are respectively 34,600 yuan,15,700 yuan,2600 yuan,400 yuan,accounting for 66%,30%,3% and 1% of the total compensation respectively.(3)The comparison shows that the current compensation standard in Chengdu is only equivalent to compensation for farmers' physiological needs,that is,compensation for land.Chengdu and Chongqing,Zhejiang,Guizhou and most other regions have not compensated farmers' security needs,emotional needs and development needs.Based on the conclusion of the study,to establish a scientific and reasonable compensation standard for the withdrawal of land contractual management right,we should appropriately increase the compensation standards,expand the scope of compensation,establish a tripartite cooperative compensation mechanism,and relax the conditions for farmers to quit land contractual management rights.
