For a long time,the shortage of funds has hindered the development of "three rural issues".The innovation in rural financial products and services,under the new situation,is therefore an importa nt part of deepening rural financial reform,strengthening and improving rural financial services and promoting the optimization and adjustment of credit structure.Meanwhile,it is of great significance for supporting and promoting the building of a new socialist countryside.The rural land mortgage financing is conducive to revitalizing rural land assets,enhancing rural land resource efficiency and increasing agricultural investment in long-term credit.It is indispensable for exploring the rural diversified investment and financing mechanisms,promoting the flow of rural land elements and achieving a large-scale agricultural development breakthrough.Since 2010,the State Council began to gradually explore the pilot rural land contractual management rights mortgage loan business.O n the basis of profoundly grasping the trend of developing financial service demand from peasants,agricultural industry and rural areas,and fully summing up the practical experience of implementing rural property rights financ ing,the Third Plenary Session of the Party's 18 th CPC National Congress explicitly proposed the task of piloting ‘two rights' mortgage loans in rural areas.The State Council consequently promulgated the basic policy of mortgage loan for rural contractual land,namely the Guidance Opinion of the State Council on Piloting Rural Areas Contracted Land Management and Peasant Housing Property Right Mortgage Loans.In 2015,3 counties of Neijiang were picked in a pilot project for rural property right mortgage financing in Sichuan Province.In 2016,Neijiang Central District was picked,as well as other 231 counties(cities and districts)in China,for the trial of rural contractual land management mortgages.Correspondingly,Neijiang has succeeded in carrying out a series of pilot projects on the mortgages.However,up to now,the enthusiasm in the banking financial institutions for participating in the pilot projects of rural land contractual management right mortgage loan in Neijiang is not high enough,which results in the low efficiency and effectiveness in related business.The coverage rate and the real benefit of pilot projects therefore need to be expanded and improved.This paper researches the willingness of the banking financial institutions to issue the mortgage loan of the land contractual management,using the banking financial institutions which participated in the Pilot Project of Mortgage Loan Franchise for Rural Contractual Land Management in Neijiang as the research objects.The paper first introduced the concept of rural land contractual management mortgage loan.Then it sorts out the basic situation,main mode and existing problems of issuing this kind of loans in the pilot counties of Neijiang.Moreover,using the analytic hierarchy process(AHP)to study the variables that affect the loan willingness reflected by the banking financial institutions,it is found that the collateral situation and related supporting measures are the factors that significantly affect the mortgage financial loans gra nted by the banking financial institutions to the rural land contracting management.Finally,this paper puts forward the suggestion of optimizing the rural land contractual management right mortgage loan operating system and optimizing the external enviro nment and so on,which are propitious to advance the mortgage loan of rural land contractual management right in Neijiang.
