Application Of PPP Model In Infrastructure Projects In Zhejiang Province

As a typical urban public goods,because of the large amount of investment and the low return on investment,few social capital participates in the construction of urban infrastructure,which also leads to the cost of urban infrastructure construction to be borne by the government financial department.However,the current operation mode of urban infrastructure construction and its single investment and financing channels have been difficult to support the cost of urban infrastructure construction.Therefore,it is necessary to further deepen the investment and financing mode of urban infrastructure construction and introduce social capital to enrich urban infrastructure construction.Firstly,by consulting a large number of literatures about social capital participation in urban infrastructure construction written by predecessors,this study analyzed and summarized the background of social capital participation in urban infrastructure construction and the research status at home and abroad,summarized urban infrastructure and investment and financing methods,and introduced the inherent of PPP model.This paper expounds the potential risks of the traditional investment-oriented construction model of the government,and then summarizes the current situation of social capital development in Zhejiang Province from the aspects of private economy,social capital supply and structure,reality and potential social capital supply,and so on,and participates in the urban foundation of social capital in Zhejiang Province.Necessity and feasibility of facility construction are analyzed;secondly,the present situation and effect of social capital participation in urban infrastructure construction in Zhejiang Province are analyzed,and the existing problems of social capital participation in urban infrastructure construction in Zhejiang Province are studied;finally,the social capital participation in urban infrastructure construction in Zhejiang Province is discussed.Taking the Golden Triangle Sewage Treatment Project in Zhongqingtian County as an example,the necessity and feasibility of the PPP model of the Golden Triangle Sewage Treatment Project in Qingtian County,Zhejiang Province,in which social capital participates in the construction of urban infrastructure,are studied in detail.The establishment and investment of the PPP model are studied in depth,and the process of the implementation of the PPP model of the project is also discussed.The risk points of PPP model of the Golden Triangle Sewage Treatment Project in Qingtian County are analyzed in detail.The operation effect of PPP model of the Golden Triangle Sewage Treatment Project in Qingtian County is summarized,and some countermeasures and suggestions for social capital participation in urban infrastructure construction are put forward.This paper analyzes and summarizes the first batch of PPP demonstration projects in China in detail,drawing on the relevant research results at home and abroad,and in conjunction with the Qingtian County Golden Triangle Sewage Treatment Project Program,in-depth understanding and analysis of PPP projects will help to strengthen production and operation results,including human resources.Technology and capital,strengthening the level and quality of public services,realizing the harmonious and stable development of China's economy and society,and achieving sustainable development,and exploring new ideas for the specific application of PPP..
