| At present,encouraging and guiding social capital into the big monopoly industries such as public transport infrastructure has become the consensus of China’s market reform of infrastructure industry.Domestic and foreign practices also prove that the participation of social capital can really overcome the investment and financing difficulties in infrastructure construction,it also proves that the participation of the social capital exactly improve the efficiency of infrastructure construction and operation.Urban transportation infrastructure is an important part of infrastructure construction in China,It plays an important role in the economic development and is a guarantee for improving people’s happiness.To study the current conditions of social capital invested in public transport infrastructure construction,analyze the factors which influence the efficiency,and then puts forward corresponding countermeasures and Suggestions based on the successful experience at domestic and foreign countries,contributes a lot to China’s urbanization construction in the New Era.It can also provide some theoretical reference for the reformation of investment and financing system in China’s infrastructure industry.First of all,we define the concept of Social Capital and Transport infrastructure based on existing research results,further reviewing the relevant theories and action mechanism of how the role of Social Capital in the construction of Transport infrastructure development.Then use the method of literature survey and comparative analysis to understand the current situation of infrastructure construction in China’s 31 provinces(municipalities and autonomous regions),how the role of social capital played in the construction of urban transport infrastructure,the achievements and existing problems.In the empirical part of this paper,use entropy method to measure the performance of the development level of China’s urban transport infrastructure,and then discussed the how the social capital to act on the development level of China’s urban transport infrastructure with system generalized method of moments.On the basis of combining with the experience of the developed country such as Britain and America.Finally we tried to put forward suggestions in three angles to encouraging social capital to participate in the construction of urban transport infrastructure.Including improving policy guarantee,completing the system of investment and financing,attracting more investors and broaden the channels of income sources.The empirical results show that public transport capacity and network construction are the most important factors affecting the existing level of urban transport infrastructure in China,and should be paid more attention.The level of urban transport infrastructure in China has fluctuated greatly in recent years.The development level of urban transport infrastructure in different parts of the country is very different,which shows the characteristics of decreasing from the east coast to the west.Development level is unbalanced between regions,and there is a certain agglomeration effect in the region.However,The level of urban transport infrastructure in each region presents a certain path dependence,that is,there is a "ratchet effect".With system generalized method of moment,we find that social capital can really improve the development level of China’s urban transport infrastructure,while excessive government intervention is not conducive to the development of urban transport infrastructure.Therefore,population concentration and economic development level can also play an active role in China’s urban transport infrastructure construction.Finally,based on the above theoretical analysis and empirical results,combine with the experience of the developed country’s successful experience,we tried to put forward suggestions in three angles to encouraging and guiding social capital into the construction of urban transport infrastructure. |
