| In the period of planned economy,the commercial registration system with strong administrative intervention characteristics plays an active role in maintaining social and economic development.However,with the development of economy and society,especially since the reform and opening,China's economy and society has undergone tremendous changes.The original business registration system can`t meet the needs of the economic and social development,thus hindering the development of the market economy.Since 2010,the State Administration for Industry and Commerce has piloted the reform of the commercial registration system in some cities.In 2014,the reform of the commercial registration system,mainly based on the relaxation of market access,was launched nationwide.This thesis takes Banan municipal industrial and commercial registration system as the research object,summing up the background,specific practices and achievements of the reform of the commercial registration system in Banan District.Summarizes the problems in the reform of commercial registration,such as the misunderstand of the reform,increasing risk of registration,the lack of reform collaboration between departments,inefficient supervision,and market participants` consciousness of withdrawing from the market is not enough,and analyze the causes of these problems.On this basis,this paper,based on the advanced experience of Shenzhen,Taizhou,Chengdu and other parts of the region experiences,and combined with the actual situation of Banan District,put forward suggestions of Banan District's commercial registration,such as strengthening policy publicity,improving the efficiency of registration service,increasing coordination efforts of departments,establishing credit supervision mechanism,and improving the market exit mechanism,in order to provide reference for the transformation of government functions and the achievement of deepening reform. |
