Research On Management System Reforms In Industrial Parks Above Municipal Level In Tieling City

Driven by construction of "Shenyang-Railway Industrial Corridor" in 2005,Tieling City ushered in a boom of construction of industrial parks and built 9 industrial parks above municipal level in succession which have played an irreplaceable part in increasing open-up,promoting industrial accumulation,laying a solid industrial foundation,boosting economic development among others.In over a decade of quick development,such industrial parks in Tieling City have made profound movement in both internal and external circumstances and gradually showed a series of mechanism problems accumulated over time such as not defined legal status of the management committee of each industrial park,low running efficiency,not smooth administrative mechanism,and lack of initiative of team of leaders which have become major bottlenecks to restraining further development of such industrial parks.In this paper,national and international fundamental theories regarding management systems of industrial parks are combined with current development situation of industrial parks above municipal level in Tieling City to make an in-depth analysis on existing management system problems of such industrial parks and reasons for such problems and study orientations and specific feasible countermeasures and suggestions in management system reforms in industrial parks above municipal level in Tieling City by reference to successful experience of similar regions in the province.The research content falls into the following four parts.Part ?,research background and significance are described;concept of industrial park is explained,the relationship between such two concepts as industrial park and development zone is differentiated and connotation of management system in an industrial park is defined;a literature review is made on typical national and international studies on management system reforms in industrial parks;research method and technology roadmap of this paper are given;and theory-based instruments for conducting a study on management system reforms in industrial parks are given.Part ?,the history of construction of industrial parks above municipal level in Tieling City,their current development situation and the present management system of their management committees are described;specific practices and successful experience of innovations in management system reforms of industrial parks of Jinzhou City and Chaoyang City are given.Part ?,an in-depth analysis is made on existing management system problems of industrial parks above municipal level in Tieling City and reasons for such problems by relevant theory-based instruments in combination with actual situation of such industrial parks.Part ?,introduces the experience of management system reform in Jinzhou and Chaoyang industrial parks,and analyses the experience of the two places for reference in Tieling industrial park management system reform.Part ?,practical and feasible countermeasures and suggestions concerning development of industrial parks above municipal level in Tieling City are put forward by combination of the above analyses and studies and by reference to successful experience of similar regions.
