With the rapid development of communication technology,"Internet +" and big data,the information release project of pavilion has gradually increased,and it has a good development prospect.However,with the continuous advancement of the open economy,the new round of technological revolution,the reform of global economic governance,and the Sino-US economic and trade game,the external environmental factors have created a platform for the development of China’s exhibition industry,and also proposed higher requirements to the management of the project.From the perspective of the international pavilion,the disadvantages of the Chinese pavilion construction project in the market competition are still obvious,and the competitiveness is insufficient,which has a great room for improvement in the quality and efficiency of the Chinese pavilion industry.At present,international exhibition giants have entered the Chinese market and have extended from group exhibitors to venue operators.In the future,they will further extend to all aspects of the upstream and downstream of the exhibition industry chain.With the entry of international pavilion companies into the Chinese market,market competition has further increased.This is a double-edged sword for the Chinese exhibition industry,and opportunities need luck and strength to grasp,but the real difficulties are also at hand.At present,from the perspective of the management level of the construction of the exhibition hall,there is still a phenomenon of backward concepts and poor overall efficiency.Due to the short development time of the exhibition information release project,there are not many practices in applying the project management concept to the exhibition information release.The exhibition information release project generally has backward management level,low overall efficiency,quality and cost control.Problems such as not being in place have constrained the development of the exhibition industry.Controlling costs and progress is not only related to the success or failure of the exhibition information release project,but also directly affects the service and benefits of the conference hall.Therefore,how to strengthen the project management of the exhibition information release has become an important and urgent problem for the exhibition industry.As a representative Z-information information release project of the current exhibition industry,including infrastructure construction and information release construction,it is a typical case of life-cycle cost control research.Z exhibition hall information release project is difficult to construct and has high quality requirements.In the project construction,25 new technologies were innovated and promoted,and the goal of “four sections and one environmental protection”for large public buildings was realized.It is a comprehensive project for information systemconstruction.Although the project funds are not high,there are many projects involved.There are pavilion infrastructure construction projects and information release projects including the entire content of strong and weak electricity systems and equipment installation,management of information and technology,installation and use of information equipment,The internal and external security inspection system,the multimedia work of the exhibition hall,and the internal and external monitoring technology of the exhibition hall have high requirements,so some problems to be solved have been exposed in the implementation of the project.These problems mainly include: First,the proportion of non-value-added operations of the project is high;second,the project has a higher extension cost.The reasons are mainly from five aspects: first,the lack of cost control constraints in the design phase;second,the uncertainty risk factors of the project;third,the cost control concept of the exhibition hall is relatively backward;fourth,the normative lack of the exhibition hall project Fifth,the project cost control evaluation is in the form.Z Pavilion information release project cost control aims to improve project economic efficiency and strengthen project management mechanism,and under the principle of comprehensive principle,timeliness principle,open source and throttling principle and advanced cost control principle,start the strategy of project optimization from the following two aspects:First,the project does not increase value-added operations.Mainly by using the activity-based costing method to calculate the functional weight and value coefficient of the divisional engineering,the actual value of each divisional project is obtained,and compared with the project estimation table,and the divisional engineering with larger difference in comparison amount is selected as the improvement.Objects,from which to reduce non-value-added operations,reduce budgetary expenses and make an optimized project budget.The second is to control the progress deviation of the project.Under the situation in the first three months of the project implementation process,when the deviation of the schedule and the cost deviation are negative,quickly analyze the cause of the problem,identify the root cause of the problem,formulate corresponding measures,correct the deviation,and make the progress of the project in the subsequent construction,to achieve the purpose of changing the cost deviation from negative to positive and achieving the expected effect of engineering cost control.By referring to the domestic and international research results of the exhibition industry in project cost control management,and the two cost control methods of activity-based costing and earned value analysis,it is found that the two research methods have different advantages for project cost control.If only one of the methods is used,it is like walking on one leg,and it cannot solve the problem of cost control of the whole life cycle project.Therefore,this paper establishes the cost control method based on the cost operation method for the project budget toestablish the critical path of the project.As the cost control evaluation method of the project construction process,the earned value analysis method has established a relatively complete cost control evaluation system,which makes the exhibition hall project described in the paper more controllable in terms of cost control.The project cost control optimization plan can effectively control the cost evaluation through the cost control of the project from the pre-construction and construction period.Through the final cost feedback data,it can still effectively control the cost even when the cost increased.The implementation opinions and suggestions for the cost control of the information release project of the library demonstrate the research topic from both theoretical and practical aspects.It can effectively implement the cost control of the information release project of the exhibition hall,and is more conducive to improving the economic and social benefits of the project.
