The Research On Performance Evaluation Of Public Engineering Projects Of Financial Expenditure In Northwest China

Governments at all levels have always regarded the construction and management of public engineering as the largest livelihood project,and the infrastructure construction of municipal,road,water supply,heating and power supply has been gradually optimized and improved.According to the regional conditions and characteristics of project construction in Northwest China and the public welfare characteristics of public project construction with financial expenditure,this paper,on the basis of analyzing the background and significance of the project,consulting a large number of domestic and foreign related literatures and reports,adheres to the principle of integrating theory with practice,and makes use of the progress of project management,finance,economics and other professional knowledge.In one step,considering the factors of quantitative and qualitative analysis and social evaluation in setting specific evaluation indicators,this paper explores a set of performance evaluation management system of construction projects which conforms to local reality from six aspects: the early work of public engineering projects,project management,fund management,construction effectiveness,acceptance and later management,and evaluation of mass satisfaction.In accordance with the design idea of "theory-pilot-application",this paper focuses on the objectives,contents,procedures,indicators,application of results and supervision and inspection of performance evaluation of fiscal expenditure public engineering projects.In the setting of the first and second indicators of performance evaluation,the research methods of literature research,key indicators and analytic hierarchy process are synthetically applied.Through urban and rural road construction projects,this paper makes a comprehensive study of the performance evaluation of public engineering projects.The practicability and feasibility of the management index system are analyzed,and a scientific,comprehensive and effective performance evaluation management system for public engineering projects of financial expenditure in Northwest China is finally formed.The research of this subject mainly includes the following aspects: firstly,it discusses the background significance and necessity of the performance evaluation of the project;secondly,aiming at the current situation and existing problems of the performance evaluation management of the financial expenditure public project in Northwest China,it analyses and forms the theoretical system of the objectives,contents and steps of the performance evaluation management of the financial expenditure public project;secondly,it studies and develops the theoretical system of the performance evaluation Focusing on the role and benefits of public engineering projects,this paper emphatically uses the key index method and the analytic hierarchy process to determine the scientific and reasonable weights of the first and second performance evaluation indicators,and establishes a relatively perfect financial expenditure in Northwest China from six aspects of the project's preliminary work,project management,fund management,construction effectiveness,acceptance and post-management,and evaluation of mass satisfaction.Third,take road construction project as an example,use the performance evaluation management system of public financial expenditure project to analyze the results,verify the feasibility and practicability of the performance evaluation management system;fourth,put forward the conclusion of the practice analysis of the performance evaluation management system on the case,and put forward the public financial expenditure project.The opinions and suggestions of project performance evaluation management fully reflect the significance and value of this research.
