Research On Comprehensive Budget Management System Of Z Company Based On EVA

As the old saying goes,everything should be set in advance,and nothing should be sct aside.In today's society,this ancient saying reminds us of the importance of comprrehensive budget management for business development.Nowadays,comprehensive budget has become a kind of comprehensive and multi-functional management and control tool for modern enterprises.It has the functions of supervising and managing the production and operation of enterprises,efficiently optimizing the resources of enterprises,improving the ability of strategic management and evaluating the performance of enterprises.The traditional comprehensive budget management focus is on short-term income,cost and short-term profit.These indicators reflect that the traditional budget is only to pursue short-term benefits,ignore the long-term strategic goals of the company,and undermine the company's ability to sustain development.In order to overcome the short-term defects of the traditional comprehensive budget of enterprises,push on the long-term development of enterprises,and better adapt to the complex and ever-changing business environment,many scholars will begin to invest in the economic value-added EVA.The advantage lies in that the EVA index subtracts the use cost of capital from the base of net operating profit after tax after adjusting profits in many ways,obtains the added value of shareholders,and accurately illustrates the value-added ability and operation status of enterprises.The value-added ability and business status of the enterprise.Z company is a small and medium-sized high-tech enterprise.The traditional cintegrate budget management system currently used has many drawbacks.How to apply advanced EVA theory to Z company's comprehensive budget management and improve its budget management level is an urgent problem for Z company.This paper takes Z company as the research object,and comprehensively uses EVA theory and comprehensive budget management theory to reconstruct its comprehensive budget management system.Firstly,it summarizes the related theories of comprehensive budget management and economic value added EVA,and expounds the improvement of EVA theory on the company's value creation ability,principal-agent relationship,company resource allocation and adaptation to environmental changes.Secondly,from the aspects of budget obj ectives,budget organization structure,budget preparation process and evaluation indicators,this paper makes a thorough analysis of the current budget management situation of Z Company,and establishes two different indicators model with the method of fuzzy evaluation,evaluates the budget management level of Z Company,and finds out the existing shortcomings.Then,this paper introduces the management theory of economic value added into the comprehensive budget management of Z company,and re-establishes an EVA-oriented comprehensive budget management system for Z company.The difference from the traditional budget management system is that the EVA concept is introduced in the budget goal,budget structure and budget evaluation.The specific way is to transform the sales-oriented budget management into EVA-oriented budget management,and the budget structure has been increased.The EVA Responsibility Center will replace the original budget target with the EVA target,and the starting point for budget preparation will be changed from the operational budget to the predicted EVA value.The EVA indicator will be the focus of the budget assessment.These improvements can promote Z company's comprehensive budget management system.perfect.Finally,specific implementation safeguards are put forward from four aspects:budget environment,budget system,budget informatization and development strategy.The conclusions of this paper have guiding significance for Z company to build a integrate budget management system base of EVA integrate budget management system,and also provide reference for the construction of other enterprises' integrate budget management system.
