The issue of medical security in China has always been a key issue of national concern.Among them,the topic of major illness medical insurance has been discussed in recent years.However,the relevant research literature is very limited,mainly from the definition of major medical insurance related concepts and the major medical insurance mechanism,rarely involving financial subsidies,and major medical care.As a major innovation in the field of medical security in China,insurance has also attracted the attention of the academic community.Based on the above background,this paper has carried out research on the effect of financial subsidies in medical insurance for major illnesses.Before the research,through the literature research method,using the China Knowledge Network,Wanfang Data,Guotaian and other databases to access the journal literature,conference materials,master doctoral thesis and major medical insurance issued by local government departments.The policy documents are summarized,screened and classified,and the current research status of major medical insurances at home and abroad has been grasped so far,and theoretical preparations for further empirical analysis are given.Then through comparative research method,firstly,the longitudinal medical insurance in different periods in China is compared vertically to understand its development status.Secondly,the basic situation of major medical insurance in various places in China is compared horizontally,and the difference is analyzed.Comprehensive evaluation of the development of China’s major medical insurance at this stage.In addition,there is a combination of normative analysis and empirical analysis.The normative research in this paper mainly refers to the definition and evaluation of China’s major medical insurance.For example,the definition of major illness and major illness medical insurance,the coverage of the medical insurance for major illnesses,and the level of protection;the empirical analysis mainly uses the existing data to measure the financial subsidy effect of medical insurance for major illnesses.Based on the above preparatory work,this paper collects and collects the financial subsidies of the provinces since the implementation of the major illness medical insurance in China in 12 years,constructs the corresponding medical insurance index system for major illnesses,and studies the effects of financial subsidies in the medical insurance for major illnesses through a random effects model.According to the results,the construction and implementation of China’s major medical insurance system relies on financial subsidies,and financial subsidies have a significant effect on the level of major medical insurance.At the same time,this fiscal subsidy effect has obvious differences between regions,with greater effects on the less developed central and western regions,but less on the economically developed eastern regions.This result shows that under certain financial subsidy levels,economically underdeveloped regions tend to have better impact factors for major illness medical insurance,that is,continue to increase the same level of financial subsidies,and regions with less developed economies will receive greater benefits.The level of its major illness medical insurance system will be improved.In view of the current status of financial subsidies,in the case that the central government has formulated the national medical insurance financial subsidy standard,the economically developed eastern region combined with the local economic and social development level is appropriately raised under the financial subsidy standard set by the central government;and the economy is less developed.Most of the central and western regions are subsidized in strict accordance with the financial subsidy standards set by the central government.Under such circumstances,appropriately raising the level of financial subsidies in the central and western regions may be more beneficial to the construction of the medical insurance system for major illnesses.It is also possible to appropriately reduce the regional differences in the level of medical insurance for major illnesses and establish a more comprehensive medical insurance system for major illnesses.
