Since the 20 th century, with the development of technology,cross-border communication and transportation which makes our life more convenient, and the trend of economic globalization has intensified.Even some enterprises have not had an advantage in terms of scale and resources at the beginning of their establishment, began to enter the foreign market. This phenomenon has aroused widespread concern among scholars and it is called "international entrepreneurship." Most studies have found that the level of entrepreneurship in different countries or regions shows great differences.Entrepreneurs are the key of entrepreneurial activities, its personal characteristics are the direct factors affecting entrepreneurial behavior. In addition, the entrepreneurial behavior of entrepreneurs will be affected by the institutional environment, and a more friendly institutional environment will encourage entrepreneurs to participate in entrepreneurship. Therefore, the thesis combines institutional environment, entrepreneurial characteristics and international entrepreneurship to study and analyze the relationship between the three, which has important significance. The thesis first reviews the institutional theory,Upper Echelons Theory and entrepreneurial related theories. On this basis,it analyzes the influence mechanism of institutional environment and entrepreneurial characteristics on international entrepreneurship, and then puts forward related hypotheses according to the impact mechanism. Then, the NES database of Global Entrepreneurship Monitor was matched with the data of APS database from 2003 to 2013,and the binary Probit model was used to study the impact of institutional environment and entrepreneurial characteristics on international entrepreneurship, and joined the interaction term of institutional environment and entrepreneurs to study the regulatory role of the institutional environment on entrepreneurial characteristics and international entrepreneurial relationships. Then,in order to further verify the hypotheses, the robustness test and endogeneity test were carried out by replacing the regression model, eliminating outliers and subsample regression. Finally,I draw conclusions and make recommendations and countermeasures at the national and individual levels. The study found that the total institutional environment significantly positively affects international entrepreneurship.Gender, social networks, entrepreneurial skills, and education levels in entrepreneurial characteristics significantly positivelyinfluence international entrepreneurship. The relationship between the age of entrepreneurs and international entrepreneurship is an inverted U-shaped relationship, indicating that the influence of age on international entrepreneurship is promoted at the beginning and then suppressed.Risk tolerance in entrepreneurial characteristics significantly negatively influence international entrepreneurship. The general institutional environment promotes the positive correlation between gender, social networks, entrepreneurial skills and international entrepreneurship in entrepreneurial characteristics, and this impact is more pronounced in developed countries. The general institutional environment makes the inverted U-shaped relationship between international entrepreneurship and the age of entrepreneurs more obvious, and this effect is more obvious in developed countries. There are two innovations in this paper.Firstly, the thesis combines the institutional environment, the characteristics of entrepreneurs and the institutional environment to expand the research scope of international entrepreneurship.Secondly, based on the international entrepreneurial integration model and Upper Echelons Theory, using the entrepreneurial population background characteristics as a substitute for its psychological traits is more persuasive.
