Research On The Economic Radiation Effect Of Tianjin FTZ In The Beijing-tianjin-hebei Region

Under the international background of the spread of protectionism in World Trade and investment and the domestic background of the new normal economic situation,in order to achieve the strategic goal of deepening economic reform and expanding opening-up,the report of the 17 th National Congress of the Communist Party of China clearly put forward that the strategy of free trade zones should be implemented.Under this strategic background,China(Tianjin)Free Trade Zone was established as the second batch of free trade pilot zones on April 21,2015.The establishment of Tianjin Free Trade Zone has made up for the blank of the North Free Trade Experimental Zone.Since its establishment,Tianjin Free Trade Zone has shouldered the mission of serving Beijing-Tianjin-Hebei coordinated development strategy.Exploring how to better play the radiation-driven role of Tianjin Free Trade Zone to the region will become an important opportunity and impetus to further promote the coordinated development of the Beijing-Tianjin-Hebei region.By reviewing the literature on economic effects and regional economic radiation of FTZ,we can see that previous studies on economic radiation effects are mainly based on regional economic theory,and there are few studies on the combination of economic effects of FTZ,especially for the economic radiation effects of Tianjin FTZ.On the previous research results,this paper links the construction of Tianjin Free Trade Zone with the regional development of Beijing,Tianjin and Hebei,combines theoretical analysis with quantitative research,and studies the radiation effect of Tianjin Free Trade Zone on the regional economy of Beijing,Tianjin and Hebei.Firstly,this paper studies the theoretical mechanism of economic radiation effect of FTZ,and analyses the mechanism of economic radiation effect of FTZ from four aspects: system innovation and reform,industrial optimization and upgrading and linkage,growth pole and urban agglomeration linkage,radiation driving effect based on gravity model,which lays a theoretical foundation for empirical research.Next,the development and radiation status of Tianjin FTZ are analyzed,and the positive effects of Tianjin FTZ on the economic development of Beijing-Tianjin-Hebei Region are affirmed from a realistic point of view.On this basis,this part carries out quantitative analysis from two perspectives of Beijing-Tianjin-Hebei economic radiation acceptance,namely,the strength of regional economic ties and the actual pulling effect of FTZs on economic growth.Firstly,based on the statistical data of 13 major cities in Beijing,Tianjin and Hebei in 2016 and the radiation gravity model,the intensity of economic links between regions is calculated,which is used to indicate the degree of radiation acceptance of Beijing-Tianjin-Hebei Region to FTZ.Secondly,selecting the panel data of Beijing-Tianjin-Hebei Region from 2012 to 2017 and joining the virtual variable,use the fixed effect panel model to further analyze the actual effect of the FTZ in promoting the economic development of Beijing-Tianjin-Hebei Region.On the basis of the results of empirical analysis,In order to enhance the radiation effect of Tianjin free trade zone and promote the regional development of Beijing Tianjin Hebei region,the paper puts forward some suggestions: building a coordination mechanism and strengthening industrial linkage development,further expanding the opening-up and promoting trade transformation and upgrading,increasing investment in science and technology and creating a high level of innovation and agglomeration,building a high level free trade port with the initiative of One Road and One Belt.
