Research On The Economic Strategy Of Hebei Province In The Coordinated Development Of Beijing,Tianjin And Hebei

The strategies of Coordinated Development of Beijing-Tianjin and Hebei province has now become a hot field of economy research.For Hebei Province, the current problem is urgent.This critical development strategy is that how to form the different levels of highly efficient gradient and anti-gradient model,how to rebuild regional spatial economic structure in Hebei Province during Coordinated Development of Beijing-Tianjin and Hebei province. Based on this research goal, this paper explains the basic theory and previous literature, reviews the history of the evolution relationship among Beijing-Tianjin and Hebei Province. Then analyzes the reasons that the regional economic development is different from Hebei and Beijing-Tianjint from economic gradient,industry gradient and urban level gradient respectively, sets up the empirical analysis of Hebei Province, deduces the regional economic development strategy of Beijing-Tianjin and Hebei Province.The rationalization of regional economic development structure is an important part of the regional economic development studies.The special geographical location of Hebei surrounding Beijing and Tianjin determines its special economic relations with Beijing and Tianjin.From the objective reality, this paper studies the gradient difference and economic interaction between Hebei and Beijing-Tianjin through the center-periphery theory,constructs interaction of "sub-center" and "sub-periphery" to improve the space economic structure of large "periphery" to set up high quality coordinated development relationship with big "center", which is rare in China’s research.This paper obtains economic growth effects difference between Hebei and Beijing-Tianjin by empirical research,in order to carry out innovative research on Hebei spatial economic structure, theory and practice innovation research on interaction between center and periphery, innovation research on economic growth effects in the cities of Hebei, strategies innovation research on coordinated development of regional economic.Spatial economic structure of a region is generally formed by "point" and "net"."Point" refers to the economic concentration point that is cities and towns."Net" means contact system, including infrastructure network, municipal service network, market trade network, industry chain network, business service network, social safety network, etc.Due to different relationships between "point" and "net", the spatial economic structure is different.Beijing-Tianjin and Hebei province not only have independent economic structural components, but also have complement economic structural components. For Beijing and Tianjin.in addition to the general cities function,they constitute close connection of industrial chain and economic network with Hebei hinterland towns.The places in Hebei near Beijing and Tianjin will inevitably develop as Beijing and Tianjin’s magnetic points, and they will accept Beijing-Tianjin’s trasfering industry, so as to form the close network relationshipwith with Beijing-Tianjin; Based on the main channel of Beijing and Tianjin,The places far from Beijing and Tianjin make full use of local resources to develop, three to five economic center cities in Hebei will appear.These subcenter cities have an extremely close relationship in the internal variety of network, but the network relations between the various sub-centers are likely weak, so as to form relatively independent social-economic system.Thus, the whole region of Beijing-Tianjin and Hebei will form an unique multi-level center-periphery spatial economic structure.Different from the general center-periphery theory, not only the centers of Beijing and Tianjin, but also the subcenters of Hebei Province, will gradually be attracted to the development of the whole system, rather than being marginalized.Based on the present situation of economic development gradient, industrial gradient and urban hierarchy relationship between Beijing-Tianjin and Hebei, this paper gets Beijing-Tianjin to Hebei’s the economic influence,analyzes the effective radiation elasticity of Beijing-Tianjin to Hebei by applying Cobb-Douglas function model, to test the economic growth effect,presents economic strategies of Hebei,then we finally get the following conclusions:Thirteen economic units of Beijing-Tianjin and Hebei province resent different economic gradient distribution:Beijing and Tianjin rank the high gradient distribution; Shijiazhuang and Tangshan lie in the middle gradient distribution; Langfang, Qinhuangdao,Baoding,Handan,Cangzhou,Zhangjiakou,Xingtai rank the lower gradient distribution;Chengde and Hengshui lie in the low gradient distribution.The regional economic development gradient in Beijing Tianjin and Hebei have some features.the comprehensive evaluation figures of economic units that have the tertiary-industry, especially rising service sectors.high level industry sectors,developed transffic are high, the figures of coastal cities and capital city lie in the middle, the figures of land cities and mountain cities are relatively low.The economic impact of Beijing and Tianjin to Hebei is different on industry. Beijing mainly affects the tertiary-industry, Tianjin mainly affects the second industry.From the point of industrial gradient, the competitive industries in Beijing are 11 industries excluding wholesale and retail industries. These industries, combined with the radiation effect of economic growth from Beijing, transferred to the cities, such as Tangshan, Qinhuangdao, Handan, Xingtai, Baoding, Chengde, Cangzhou, Lang fang, Hengshui and so on, will gain results that contribute to the economic growth in these cities. The competitive industries in Tianjin focus on the second industry including coal and mining industry,general manufacturing industry and so on,cmbined with the radiation effect of economic growth from Tianjin, the cities in Hebei province, like Qinhuangdao, Xingtai, Chengde, Cangzhou, Lang fang should make the priority transferring these secondary industries from Tianjin in order to form the best spatial structure for efficient industrial chains.The effect of Beijing and Tianjin to Hebei and the character of Hebei determine city function orientation and the industrial division of Hebei.From the point of urban gradient, Shijiazhuang,Tangshan, Baoding and Handan are the four central cities of Hebei province and other seven prefecture cities are the sub-central cities. Therefore, Tangshan, Baoding and Handan should more actively and initiatively receive the radiation from Beijing and Tianjin and carry out economic interactions with Beijing and Tianjin. Qinhuangdao, Xingtai, Chengde, Cangzhou, Lang fang, Hengshui, as cities of positive growth resulting from economic radiation effect, for one thing, should take advantage of the economic radiation of Beijing and Tianjin, for another thing, should also get economic radiation from the four central cities, namely Shijiazhuang, Tangshan, Baoding and Handan,to form a highly dense economic interaction.During the coordinated development among Beijing-Tianjin-Hebei,Beijing-Tianjin to Hebei economic growth have economic radiation ability which can promotes Hebei’s economic growth.Furthermore,the economic radiation ability presents a positive forward distribution with the urban economy gradient of Hebei Province.Beijing to Hebei Province’Tangshan,Cangzhou,Langfang,Handan,Baoding,Chengde, Qinhuangdao, Xingtai, Hengshui produces a positive efficient economic radiation elasticity, so that these cities can effectively enhance their own economic growth capacity; Tianjin to Hebei Province’ Qinhuangdao, Chengde,Cangzhou, Langfang, Xingtai shows an obvious efficient economic radiation elasticity,which conform the economic impact of Tianjin will promote Hebei’s economic growth. Combing the empirical results of the city’s comprehensive strength in Hebei province,this paper show that in Hebei Province, Tangshan, Langfang, Qinhuangdao, Baoding, Handan’s economic growth effect is obvious in the effective radiation force,also,these city’s comprehensive strength lie in the high rank;the city’s comprehensive strength ranks lowly including Xingtai and Hengshui whose economic development is also minimal effect.which illustrates that he city’s comprehensive strength is an important factor on Hebei’s accepting Beijing and Tianjin’s radiated effect.As far as the city’s comprehensive strength factor score be concerned.this paper finds that if a city has more powerful urban capacity, environment, industry development ability.the city’s efficient economic radiation effect is more stronger.It is obvious,in the process of the coordinated development among Beijing-Tianjin and Hehei,the problem that Beijing-Tianjin affects Hebei is a multi-level, complex and systematic project.Every city in Hebei, depengding on their competitivity,should borrow Beijing-Tianjin’s strength to develop.to carry out the further economic interactions.In the face of the economic radiation influence that comes from Beijing and Tianjin, how much Hebei province can receive economic radiation,and whether it can turn into a driving force of economic growth,it is the key to produce a good economic interaction and coordinated development among Beijing-ianjin and Hebei province.Thus,every city in Hebei should fully estimate the cooperation effect with Beijing-Tianjin,with internal cities,adjust measures to local conditions, select effective cooperation methods. During the development,regional spatial economic structure will change.Based on the multi-level core-periphery spatial economic structure of Beijing-Tianjin-Hebei, the general development strategy of Hebei province should be a kind of multi-level gradient process. First of all, Hebei province should gradually realize the docking of social and economic development with Beijing and Tianjin, at the same time, fully exploit and utilize local social and economic resources, form the "sub-center" of economic development in the province, in order to has the ability to undertake Beijing-Tianjin radiation.Secondly, based on the geographical characteristics of the urbanized areas, Hebei province should ascertain the scale and structure of the basic sectors in the sub-center cities, to implement the economic development for each city. Finally, through the system reform on the integration of market, the integration of infrastructure, the integration of public service.the integration of ecology and environment, Hebei province should carry out economy development measures, to realize cooperation development with Beijing-Tianjin.All in all, as the Beijing-Tianjin-Hebei region has become the largest and the most active economic development area in North China, as this region is more concerned by the worldwide, coordinated development of Beijing-Tianjin-Hebei will be put forward in details:For one thing, considering the indispensable support of Hebei to Beijing and Tianjin, the development of Beijing and Tianjin will inevitably consider the collaborative process with Hebei province;for another thing,Hebei province should not only take advantage of the Beijing-Tianjin’strength to develop, but also promote regional economic development basing on its actual conditions, applying industry development strategies, urban development strategies and institutional reform strategies as well as other effective measures.Although there is a big gap of between Hebei and Beijing-Tianjin, it is the normal phenomenon in the process of development.Under the guidance of the coordinated development planning framework of Beijing-Tianjin-Hebei,the coordinated development of Beijing-Tianjin-Hebei will be realized and form the development trend of integration of the Beijing-Tianjin-Hebei region. During the development,Hebei province will become an important part of the largest urbanization area in North China and make great contributions to the formation and development of this urbanization area.
