In recent years,as the competition in the urban financial market became white-hot,more and more banks have payed more attentions to the rural financial market,as the most important bank in rural areas,Rural Credit Union have to face the growing competitive pressure.In addition,the problem that rural areas lack financial services must be solved under the goal of building a well-off society in an all-round way.Therefore,Gansu Rural Credit Union popularized the Convenient Financial Service Point(CFSP),to seize the rural market and implementing inclusive finance by providing financial services to rural customers.But after years of development,the CFSP has a lot of problems.This paper starts from the current situation of the operation and management of CFSP,summarized several issues that caused current operational bottlenecks by analyze operational data and business research,which is lower operational efficiency,managers lacks work initiative,low return on investment,business type is uncompetitive,management regulations restrict business development.And analyze the causes of these problems,which is lack of reasonable strategic planning,insufficient incentives for managers,business potential has not been fully explored,business innovation mechanism is not sound,business management disconnect with actual.In order to solve these problem,this paper proposed a grading system of CFSP,and based on this,the operation management improvement program was designed.In the aspect of management system,what should be done is clarify strategic positioning,card management architecture,strengthen assessment,optimize management regulation;in the aspect of service capabilities,what should be done is optimizing business capabilities,strengthen business promotion and training,optimize device structure;in the aspect of operational efficiency,what should be done is differentiatedconstruction standards,optimize the manager incentive system,smooth communication mechanism,try for preferential policies.This paper also studies the implementation of the operational management improvement program,suggestions are given from two aspects of implementation of safeguards and implementation measures.
