Research On The Safety Supervision Of Special Equipment In China

Special equipment is widely used in all fields of production and life.It is an indispensable production device and living facility,and it is inseparable from the safety of people’s lives and property.The continuous improvement of the special equipment safety supervision is the only way to ensure the safety of special equipment,so it is meaningful to study the special equipment safety supervision.After half a century of development and improvement,China’s special equipment safety supervision has achieved the achievement of source supervision and whole process supervision,which has effectively contained the occurrence of special equipment accidents to a certain extent,which is the result of the joint efforts of several generations of special equipment safety inspectors.However,the safety supervision of special equipment in our country still has the problems of low efficiency,low public participation,unclear rights and responsibilities,and poor ability to resist risks,which seriously affects the effectiveness of special equipment safety supervision.Combined with the new public management theory,this paper analyzes the causes of these problems.The management system of China’s special equipment safety inspectors is not yet perfect,the government has not achieved the optimal allocation of supervisory power,its own position is inaccurate,and it has concentrated too much energy on complicated and specific affairs in a state of "paddling" rather than "steering".There is a lack of service philosophy,and there is no scientific and effective performance evaluation system for special equipment safety supervision institutions and inspectors in the current special equipment safety supervision mechanism.The rule of law environment in the field of special equipment is still incomplete and the legal system is not perfect.To the special equipment safety supervision work has increased the difficulty,leading to the safety supervision of our country special equipment has appeared the above problems.According to the concept of "customer first" and "small government" in the new public management theory,the regulatory mechanism for the safety of special equipment can be improved from the following aspects: First,taking advantage of the advantages of the private sector,the objects of supervision are treated as customers,and adhere to the principle of "customer first".Second,the government should improve the legal system for special equipment and introduce social forces so that the government can break away from complicated work,streamline its institutions and personnel,streamline its affairs,and implement a "small government" from "rowing" to "steering".Complete the role transformation,and improve the management system of special equipment safety supervisors,strengthen the performance management of special equipment safety supervision,and improve the efficiency of special equipment safety supervision.Third,it is necessary to create a predictable government to minimize risks and improve its ability to respond to emergencies through emergency management and the promotion of safety and liability insurance for special equipment.
