Study On The Supply Of Public Transportation Infrastructure In Jilin Province

As an important part of public services,public transport infrastructure is an important cornerstone of the development of economic and social undertakings in a region,an important condition for citizens to live and work in peace and contentment,and a key factor to enhance citizens' sense of access and happiness in the region.Jilin Province is an important window for China's opening up to Northeast Asia and the core area for communicating the countries and regions in Northeast Asia.Its transportation is the channel and hub for cooperation and exchange in Northeast China,and also the infrastructure support for the revitalization of the old industrial base in Northeast China and the regional economic integration in Northeast China.Therefore,the development of public transport infrastructure plays an important role in the social development of Jilin Province.It is not only the guarantee of citizens' life,but also the inevitable driving force of social development in Jilin Province.Because of its long construction cycle,large amount of investment and poor liquidity,the public transport infrastructure has always been deeply participated by the government in its supply process.Therefore,how to guarantee the supply of public transport infrastructure with high quality and efficiency has become an important issue to be solved by the government.In this paper,based on the theory of public goods and the theory of new public management,in order to describe the current situation of public transport infrastructure supply in Jilin Province,combined with the characteristics of Jilin Province,the favorable and unfavorable factors affecting the supply of public transport infrastructure in Jilin Province are analyzed.Then three indicators are selected: Jilin Province public transport mileage,per capita Road area and real road area,passenger and freight volume.Through collecting data in these areas in recent years,the current situation of public transport infrastructure supply in Jilin Province is analyzed.Thus,four problems existing in the supply of public transport infrastructure in Jilin Province are concluded,including single supplier,insufficient supply funds,inefficient supply,and fewer citizens participating in the supply.These problems make the public transport infrastructure a short board restricting the economic development and the improvement of citizens' happiness index in Jilin Province,and the reasons behind the problems correspond to them,including Jilin Province.The market environment for the participation of social forces in the supply of forestry province needs to be optimized,the financial funds of Jilin Province are insufficient,the planning of public transport infrastructure in Jilin Province is not scientific enough,and the public participation mechanism in the supply of public transport infrastructure in Jilin Province is not sound enough.Therefore,in order to solve these problems,the author puts forward some countermeasures and suggestions.Citizens should be regarded as "customers" and the real needs of citizens and enterprises in the province should be taken as guidance to solve various problems in public transport infrastructure.
