With the acceleration of urbanization and the rapid growth of the number of motor vehicles, the urban transport in China is facing tremendous pressures and challenges. The traffic congestion, environmental pollution and energy security issues have become increasingly prominent. The most effective way to solve urban traffic problems is that priority to the development of urban public transport undertakings. As urban public services, urban public transport is an important city functions. But lots of drawbacks of traditional urban public transport development model restrict the development of the industry, resulting in urban public transport playing little active function in city traffic. Thus, according to the theory of modern service industry development, there is very important theoretical and practical significance to explore the transition to a modern upgrade traditional transit buses. Based on this, this paper attempts to combine theoretical and empirical systems and from multiple angles to explore the transformation and upgrading of the urban public transport in China, and proposes a modern city bus service model, with the aim of contributing to the development of urban public transport.Based on recent literature studies and field research, China’s traditional urban public transport characteristics are analyzed. First two specific types of traditional urban public transport are introduced, namely low monopoly type and private competition type. Then China’s traditional urban public transport problems and causes are summed up. After analysis, the traditional city bus has low share rate, poor service level and slow development and other issues, which are mainly caused by the common internal and external reasons. Inside the bus companies have extensive business model, lagging service means, chaotic management system; External the infrastructure are not protected, out of touch with the urban planning and social advances such as personalized surge in demand.Based on the analysis of the characteristics of the development model of the traditional city bus, according to the related theory of modern services, modern information technology, new co-management theory and antitrust law exemption mechanism, this paper proposes the development model of the modern city bus, and makes its public welfare orientation and intensive development, efficiency, personalization and leading development direction clearly. Meanwhile, this paper also further explore the innovation model of modern city bus——the development model of Internet transit, specifically analyze the development path and mechanism construction of two types of Internet transit.Then this paper selects Chengdu Bus Group as an example to start empirical research and discusses transition and upgrade path of modern city bus service model with related theoretical foundation. The development model is summarized from Chengdu Bus Group information technology, network Separation system, bus station three-dimensional integrated development planning and personalized public transportation respectively and a paradigm of modern public transport is explored. Then the development of Chengdu bus group is evaluated based on the relevant index. The results show that since 2006 to 2013, the infrastructure of Chengdu public transport has been significantly improved and double passenger capacity. Meanwhile it has made significant economic and social benefits.Finally, the paper puts forward some suggestions to upgrade the bus from the government and enterprise levels for different types of cities. In the government level, the city bus’ welfare positioning should be adhered, its public product attributes should be improved, the basic elements of public transport investment should be protected, the urban planning should uphold the TOD concept; Bus companies need to focus on public transportation information, improve the management system, focus on the comprehensive development of the field station, make service means rich.The main contribution of this paper is: The modern city bus development model is researched from multiple perspectives and the theoretically scope of the study is extended; The modern public transport development model represented by Chengdu bus is successfully practiced, which has important practical value and practical significance for resolving conflicts between passenger demand and the quality of service, improving the city’s operating efficiency, promoting the city healthy, harmonious and sustainable development. This paper researches comparatively and analyzes systematically the development model of traditional and modern city bus city bus and constructs the spanning path of the city bus from tradition to modern times, which can provide a reference for the development of the national public transport industry and has strong application value.
