With the deepening of supply-side economic structure reform,active fiscal policy and prudent and neutral monetary policy have created many favorable conditions for the quality and efficiency of the banking industry,and the banking business environment has undergone profound changes.However,the operating environment of the banking industry is also facing many challenges.The opening of SMEs,GEM,NEM and GEM provides new financing channels for SMEs.This means that new competitive factors have emerged in the credit market of banks,and the competition among financial industries is more intense.Under the situation of strict supervision,the pressure of bank operation to reach the standard has increased significantly,and the process of economic restructuring has been undergoing.The pressure of credit risk is increasing,and the trend of financial disintermediation is becoming more and more intense.During the shifting period of economic growth,the area,industry and enterprise scope of non-performing assets in banking industry are expanding constantly.Banking industry is facing double pressures of declining revenue and declining asset quality.Slowing profit growth and declining business growth rate have become the normal operation of commercial banks.Investigate its root cause,there are many problems in commercial banks,such as unbalanced decomposition of performance objectives,single performance evaluation index,incomplete performance evaluation system,failure of transmission mechanism of performance evaluation,misallocation of resources,unreasonable allocation of resources according to the decomposition of strategic objectives,and so on.Therefore,based on strategic objective,they must seek and explore scientific and reasonable performance assessment models,and match the allocation of resources with performance evaluation results,which is of positive practical significance.Based on the background and significance of the topic,this paper expounds the status quo of performance evaluation and resource allocation of GF banks in detail on the basis of the theory of performance evaluation and resource allocation.In this paper,the existing problems in performance evaluation and resource allocation of GF banks are analyzed,the reasons are further analyzed,and the corresponding countermeasures are put forward.This paper finds that the balanced scorecard plays a good role in the strategic objective decomposition in the performance evaluation of GF banks.However,due to the fact that GF banks have formed certain internal system defects in the long-term development process,the decomposition of performance goals is biased,the guiding function of performance management is insufficient,and the performance evaluation conduction and resource allocation implementation are mismatched.Therefore,there are unreasonable problems in the allocation of human resources,financial resources and credit resources.In view of these problems,this paper analyzes the reasons.This paper puts forward suggestions for strengthening the transmission mechanism of strategic objectives and performance evaluation,strengthening the construction of talents and improving the incentive and restraint mechanism,and optimizing the allocation of resources based on the results of performance evaluation,then to help commercial banks achieve their strategic goals.
