The endogenous growth theory affirms the decisive role of human resource creativity in offsetting diminishing marginal returns of factors and realizing long-term economic growth.However,more and more scholars find that the promotion of human resource to production and innovation not only depends on its stock,but also is affected by the efficiency of human resource allocation.With the deepening of China's market-oriented reform in recent years,the accelerated development of foreign Banks,other types of domestic Banks and financial and credit institutions has formed a "dual battlefield" of banking market competition and talent competition.How can state-owned commercial Banks optimize the allocation of human resources,improve productivity and competitiveness,and achieve maximum economic benefits with limited human and material resources? It is obviously a very urgent and important issue.As a state-owned rural commercial bank,QN bank has in recent years focused on serving the main business of the real economy,followed closely the guidance of supply-side structural reform,and actively responded to the economic and social development needs of provinces and cities.Its business performance has been steadily improved and its competitiveness in the industry has been growing.However,the lack of human resource competitiveness and low efficiency of human resource allocation are still the main bottlenecks restricting QN bank's sustainable development at the present stage.In view of this,based on the QN banks as the research object,using data envelopment analysis(DEA)method,based on the human resources total quantity and structure of horizontal and vertical comparative analysis,in the deep insight into human resource allocation problems and their causes,and put forward feasible solutions,so as to provide beneficial reference for China's rural commercial bank reform.Research findings :(1)in recent years,some achievements have been made in the reform of human resource allocation in QN bank.The efficiency of human resource allocation based on total amount has been continuously improved,but the average age of the enterprise,the proportion of management personnel and the redundancy degree of per capita salary have been slightly increased.(2)in the horizontal comparison with 13 commercial Banks,there is redundancy in the total compensation of QN bank;(3)the results based on the structural efficiency analysis show that the scale and efficiency of QN bank are poor,and there are redundancy in the degree of personnel turnover,the proportion of managerial personnel and the per capita salary.Combined with the results of qualitative and quantitative analysis,it can be concluded that the human resource allocation of QN bank mainly has high redundancy of human resource scale and lack of targeted personnel training.Poor human resource structure and lack of incentives and attractiveness in remuneration and promotion systems;The distribution of human resources posts is unreasonable and the recruitment of human resources lacks pertinence.Feasible countermeasures and Suggestions include: strengthening the job quality analysis,personalized human resource needs;Define the objectives of human resource management and control the cost of human resources;Utilize the advantage of regional human resource reserve to establish the channel of talent transportation with colleges and universities;According to the enterprise's own development orientation,the establishment of professional talent team;Improve the salary promotion mechanism and optimize the structure of human resources.
