Under the background of global economic integration and “going out” strategy, more enterprises are needed to go abroad and achieve the goal of national capacity transfer and upgrading.China's small and medium-sized enterprises account for 99% of the total number of enterprises in China, and it is the main force among Chinese enterprises. Therefore, only small and medium-sized enterprises have successfully carried out internationalization, the big goal of capacity transfer and upgrading can be successful. In contrast, compared with the level of internationalization of SMEs in developed countries,China still needs to expand the number of SMEs with international behavior.According to the Theory of Reasoned Action and Theory of Planned Behavior, intention is the most important factor in determining the behavior of the subject. To increase the number of small and medium-sized enterprises with international business in China,it is necessary to increase the intention of SMEs to internationalization.By sorting out the problems encountered in the current internationalization of SMEs,it is found that the lack of global management talents is an important factor. The size of SMEs is relatively small, and corporate decisions are largely influenced by the personal factors of entrepreneurs. In the existing research, there are few literatures on the influence of entrepreneurial human capital on the intention of SMEs to internationalization, and few studies have deeply explored the relationship between entrepreneurial human capital and the intention of SMEs to internationalization.Based on Upper Echelons Theory, this paper studies the influence of entrepreneurial human capital on the intention of SMEs to internationalization, and introduces entrepreneurs' global minds to explore their mediating role in the influence of entrepreneurial human capital and SMEs' international intention. In response to the above problems, this study collected data through questionnaire survey and conducted empirical analysis on the questionnaire data. The results of the analysis show that:(1)the educational level of entrepreneurs and international work experience have a significant positive impact on the intention of SMEs to internationalization, while the impact of entrepreneurial international non-work experience on the intention of SMEs to internationalization is not significant;Entrepreneur's educational level and international work experience have a significant positive impact on entrepreneurs' global mindset.Entrepreneurs' international non-work experience is weakly related to entrepreneurs' global mindset;(3)Entrepreneur's global mindset has a significant positive impact to the willingness of SMEs' internationalization;(4)Entrepreneur's global mind has a mediating role in the influence of entrepreneurial education and international work experience on the willingness of SMEs to internationalization.Through theoretical and empirical analysis, this paper studies the influence of entrepreneurial human capital on the intention of SMEs to internationalization and verifies the mediating effect of global mind.In addition, the empirical results of this study provide a reference for the government and SMEs to increase their willingness to internationalize and accelerate the process of internationalization, which has certain practical significance.
