To promote the development of the middle and small sized companies is one of the most important strategies of china.It can be said that, how our country would be developed depended largely upon how the middle and small sized companies would be developed. And the development of these companies depended largely upon how many human resources were in them. Nowadays the middle and small sized companies in china appeared to be having a large amount, a lower quality of the human resource, being short of excellent personnel, a lower standard of the quality of management and operation. The similer phenomenon can also be seem in the environment of people who would start an enterprise, it appeared to be having a high enthusiasm and large amount of chances, but short of capability and having a lower success rate. With the great changes taking place around the world, that is, the whole world is becoming one market and informationized, and china has attended in WTO, these means that companies in china, especially the middle and small sized companies, would be forced to be into the fast lane. So, we should pay more attention upon the development of these companies, and we also should invest in more upon them, it is not only very important for the development of our economy. In an other way, to promote the development of the human resources in the middle and small sized companies is also would be good for the stable of the society and the happiness of the people, it has been proved by many sociologists.In this paper, it is found that there were mainly three aspects which affect the development of the human resource in middle and small sized companies. They are: the reform of the system of education, the system of our country to promote the development of the human resource in middle and small sized companies, and the capability of the companies upon human resource management. After that, the environment of the society and the environment of the families are also very important for the development of the personnel. But they are not the first factors, so, in the paper they were discussed in a brief way. The three sizes were analized in a detailed way, especially the promoting system, it was analized in a whole chapter.The innovation sizes in this article is:1,Bring up the model of influence upon the development of human resource in middle and small sized companies,and then broaden the understanding in tradition about the development of the human resource in middle and small sized companies; 2,Bring up some innovative viewpoints upon how to promote the development of the human resource in middle and small sized companies. Such as: on the side of how to build the promoting system, it is bringing out that a database of specialists should be built; on the side of the reform of the education system, it bring out many innovative ways about how to assess the progress of the students, and how the students should advance to a higher school.
