Till 2017,the statistical results of China's ministry of finance showed that China had 14,220 PPP projects with an investment quota of 17.8 trillion yuan,spanning 21 industrial sectors.Commercial Banks in China have become the main source of financing for PPP projects.How to solve the risk problem of PPP projects participated by commercial Banks has become the focus of current development.This article choose Shanghai pudong development bank in xinyang municipal road and bridge engineering of the PPP project case,the PPP project risk identification,the specific problems existing in the process of risk management,and risk matrix method is used to the PPP project risk evaluation,the PPP project risk management of xinyang municipal road and bridge project design,safeguards and successful degree evaluation method to evaluate project risk management effectiveness,the recommendation of the PPP project loan in the bank's risk management.Conclusions can be drawn from the research in this paper: clarify the problems in the risk management process of the PPP project of xinyang municipal road bridge project,such as the inadaptability of loan procedures,the lack of professional PPP project risk management department,the lack of risk management process and the immature risk warning system,etc.;Considering the problems in the risk identification and risk management process of the PPP project,the risk list is finalized and the risk evaluation index system is established,which are cycle risk,legal and policy risk,macroeconomic risk,government credit risk,market construction risk and force majeure risk respectively.The risk matrix method was used to classify the risk importance of the PPP project of xinyang municipal road and bridge project,and the low risk factors were determined,including national sovereignty risk,government confiscation risk,natural disaster risk,exchange rate risk and social event risk.Medium risk factors include legal risk,inflation risk,demand reduction risk and technical risk.Major risk factors include project quality risk,approval delay risk,interest rate risk,legal change risk and policy stability risk.Especially major risk factors include credit risk,financing risk and cost overexpenditure risk.According to the results of risk assessment,the corresponding risk prevention measures are put forward.By using the success degree evaluation method,the risk management effectiveness of the PPP project of xinyang municipal road and bridge engineering was evaluated.The results showed that all the indexes with an evaluation grade of A had A weight of 25.25%,those with an evaluation grade of B had A weight of 68.75%,and those with an evaluation grade of C had A weight of 6%.It can be seen that the risk management index of the PPP project of xinyang municipal road bridge project is as high as 94%,reaching the level of A or B.On the whole,the current risk management measures are feasible and effective.The innovation points of this paper are as follows: on the one hand,risk matrix method is used to evaluate the risk of the PPP project,and then the risk management objectives and prevention and control principles of PPP project are determined,so as to prepare for the next step of putting forward risk management safeguards;On the other hand,the success evaluation method is used to evaluate the project risk management effectiveness,further consolidate the project risk management effectiveness and further promote the implementation of risk management measures.
