With the rapid development of urbanization and industrialization,more and more people are pouring into cities.Urban housing is in short supply and prices are high,especially in large and medium-sized cities headed by first-tier cities.However,there are structural imbalances in the housing market in many cities at present.The supply of rental housing is too small,and private rental occupies a large proportion of the rental housing market.What's more,there is the scattered distribution of rental housing and the lack of specialized rental institutions and standardized market management in the rental housing market,which leads to serious urban housing problems.In order to solve this problem,the state proposes to establish the urban housing system with both rent and purchase.And it also encourages cities with large inflow of population to accelerate the cultivation of rental housing market,increase the quantity of rental housing construction,and raise the proportion of rental housing construction land in the total supply of urban construction land.In order to construct the rent-purchase housing system,the key problem to be solved urgently is lack of supply about urban rental housing construction land and land indicators.Urban construction land supply is scarce,but there is a large number of idle construction land in rural areas.And the process of land urbanization lags behind population urbanization.It is necessary to consider the conflict between the unbalanced distribution of urban and rural construction land and the dual land system between urban and rural areas,the conflict between the highly planned land supply and the autonomy of population migration,and to explore an effective way to increase the supply of urban rental housing construction land.This paper puts forward the land supply mechanism of urban rental housing construction land based on the concept of the connecting of people migration and land replacement.First of all,through a large number of literature research,it expounds and combs the relevant concepts and theories.And it analyses and summarizes the present situation and existing problems of the construction land supply of urban rental housing.The spatial analysis of population flow and land supply in different regions is carried out to find out the key to solve the supply of urban rental housing construction land combined with land system.Then,it carries out the system innovation of coordinating urban and rural land elements.And it puts forward to transfer land development right from countryside to city based on the connecting of people migration and land replacement and design the homestead housing voucher system.The land development right and the compensation for homestead withdrawal are condensed in the homestead housing vouchers to realize the connecting of people migration and land replacement and the connecting of people migration and property transfer.Finally,it simulates the application of the homestead housing voucher system,and combines the case of cross-provincial transfer of construction land indicators.And it analyzes and evaluates the feasibility and application effect of homestead housing voucher for increasing the supply of urban rental housing construction land.It verifies the rationality and effectiveness of the system innovation.And it turns out that this system is of great significance for solving the problem about insufficient supply of urban rental housing construction land.
