In the current,the infrastructure construction of our country has obtained great achievement but compared with the development of economy and the needs of the society,have very big difference.However,because the government finances,together with the funds required for the infrastructure construction is huge,and last for a long time,makes the gap bigger and bigger.There is a sharp rise in the social idle funds,unable to find a reliable project to invest.The PPP mode,that is,capital institutions cooperating with the government,this way not only can make the local governments to reduce the financial pressure,also can effectively the correct guidance of social surplus funds,these funds into social public infrastructure construction,speed up the infrastructure investment and development.Since 2014,the PPP model is widely used in public infrastructure construction,has obtained the good benefit,got the affirmation and recognition of people.Composite pipe gallery as one of China's infrastructure projects,to the whole city's comprehensive development play a crucial role,and expanding on the direction of construction form,the introduction of PPP mode,but the pricing model of the research on the influence of the comprehensive utility tunnel construction is larger,and the present study is less.This paper introduces the characteristics of comprehensive utility tunnel project,on the basis of analysis of the composite pipe rack of the PPP project pricing related theory,then analyzes the comprehensive utility tunnel now existing problems and influencing factors of the PPP projects;From the market,the government,enterprises,comprehensive utility tunnel is analyzed in many aspects the user of the PPP project pricing targets;From various aspects factor analysis,the pricing mechanism of the composite pipe gallery PPP project,analyzes the comprehensive utility tunnel at home and abroad the advantages and disadvantages of the PPP project pricing model,proposed for comprehensive pipe gallery PPP projects the best pricing model.This document presents the new pricing model which include the insurance factor,redefine the pricing critical and body,defined the evaluate critical.And then to a comprehensive utility tunnel project as an example,use the new defined evaluate critical to validate the new pricing model.The validation shows the correctness of the proposed dynamic pricing model and fitness...
