Study On Problems And Countermeasures Of Construction Of Agricultural Science And Technology Service System In Pidu District Of Chengdu

The efficient agricultural technology service system is an important symbol of agricultural modernization,the important content of establishing modernized agricultural management system and improving agricultural social service level,as well as an important part of national technology service system.Along with the development of society and the changing demand of people,industry convergence becomes an inevitable trend,and agriculture-tourism integration becomes the development direction of modern agriculture.Under the view of agriculture-tourism integration,the establishment of agricultural technology service system has new requirements.The NO.1 Document,issued by the central government in 2016,underlined that the modern agricultural technology innovation promotion system should be strengthened,and that the agricultural promotion system adapted to the modern agriculture development should be improved.The NO.1 Document,issued by the central government in 2017,stated that the mode and structure of agriculture should be further adjusted,the agricultural technology promotion should be enhanced,and the public agricultural technology promotion and service mode should be innovated.The 19~thh National Congress of Communist Party of China suggested deepening technology system reform,promoting the transformation of technology achievements,and carrying forward agricultural and rural modernization.The agricultural technology service has become an important means and path to establish modern agriculture,realize industrial prosperity,and boost rural revitalization.In this paper,the construction of agricultural technology service system in Pidu District of Chengdu,based on agriculture-tourism integration,is studied.The related domestic and overseas studies on agricultural technology service system construction and agriculture-tourism integration are reviewed,and the related theories and concepts are clarified.After field survey,the current situation of agriculture-tourism integration in Pidu District of Chengdu is generalized,and the construction situations of different types of agricultural technology service organizations and the development situations of agriculture-tourism integration promoted by agricultural technology service under different link modes are analyzed.Based on the result of field survey,the problems existing in the construction of agricultural technology service system under the background of agriculture-tourism integration in Pidu District of Chengdu,including poor management of government-based institution system with outstanding problems in talent,weak talent construction of social organizations and benefit coupling,short of agricultural technology innovation and social capitals,lack of agricultural information service capability and differentiation in agriculture-tourism integration products,and deficiency in the implementation of supporting policies,are analyzed.Therefore,this paper suggests optimizing the system management and strengthening personnel allocation,enhancing the cultivation of social talent and improving the benefit coupling mechanism,increasing the input of scientific research fund by various paths and further improving the agricultural scientific research innovation,enhancing the agricultural information service capability and agricultural technology service level,and actively promoting the implementation of related policies and further improving the supporting facilities.Thus,this paper aims to provide theoretical support to Pidu District,so as to promote the improvement of quality and efficiency of agricultural technology service system in Pidu District,and thus to promote the development of agriculture-tourism integration in the region.
