The Text Evaluation Of The Policy Of The State Academy Of Literature And Art Of FS To Transform The Enterprise Into Enterprises Based On PMC Index Model

Since 1980,the government has carried out the policy of cultural system reform,and the reform work has finally determined the path of the transformation from enterprise to enterprise,which has yielded a lot of results.However,the implementation of the policy of FS city transformation is blocked and nearly aborted: first,the modern enterprise system has not been established after abolishing the establishment of the institution,and a series of reform measures involving the establishment of the enterprise system cannot be implemented;Second,the policy of personnel placement program has not been realized,the reform involving the vital interests of personnel has not been guaranteed;Third,the loss of professional art personnel is serious,and the subsequent development of the college and regiment is restricted.FS city needs to adjust,improve the relevant policies to solve the practical difficulties,policy text evaluation is the necessary prerequisite for the adjustment and improvement of the policy.In recent years,many domestic experts and scholars have tried to use the PMC index model for policy evaluation,and Chinese scholars also have a deeper understanding of the criteria of policy evaluation.It also puts forward the policy evaluation criteria that meet the actual needs of China's public policy evaluation.By studying the relevant papers,the author finds that the PMC index model has the characteristics of "inclusive",and can incorporate many factors that affect policy into the evaluation index system.By means of quantitative calculation and other methods,the evaluation results are represented by intuitive numerical value and curved surface graph,which makes up for the deficiency of too much qualitative analysis in the process of policy evaluation.At the same time,the policy evaluation standard proposedby Chen Zhen Ming can guide this paper to scan the policy text and lay the foundation for constructing the evaluation index system of PMC index model.This paper takes the policy text of FS market transformation as the research object and the policy evaluation as the research angle.Based on the general thinking of qualitative analysis,quantitative analysis and optimization strategy,this paper is divided into three main parts:First,based on the policy evaluation criteria proposed by Chen Zhen Ming,the static and dynamic scanning of the policy text of FS market transformation is carried out.On the basis of explaining clearly the background of policy formulation,the paper summarizes the shortcomings of the policy text in terms of timeliness,relationship between subject and object,and policy goal.At the same time,it analyzes whether the policy text is sufficient to interpret the policy formulation,implementation,termination and other links,combing out the poor legitimacy of the policy basis,the absence of measures to build enterprises,the lack of performance appraisal mechanism and so on.The second is the establishment of PMC exponent model,data input and calculation.This part is the main part of this paper.First of all,on the basis of the text scanning of the transformation policy of FS according to the PMC index model construction method of Ruiz Estrada,the text evaluation model of the transformation policy is constructed by setting up ten first-level variables and thirty-nine second-level variables.The calculation method and the rating method are defined.Secondly,the text of FS market transformation policy and the other nine policy samples are input into the model to calculate,and the PMC surface of each sample is drawn,and the PMC index is compared and analyzed.Finally,the result of PMC index analysis of FS transformation policy text is obtained.By calculation,the PMC index of FS market transformation policy text is 5.38,the rank is acceptable policy,the policy is detailed in the policy objective,the division of authority and responsibility of the department.There are some problems in theestablishment of working mechanism and incentive and restraint measures,which need to be revised and perfected urgently.Thirdly,according to the results of comparative analysis of PMC index,referring to the result of policy text scanning,this paper puts forward three optimization strategies for FS market transformation policy.That is,to improve the scientific nature of the policy text by perfecting the rationality of the policy subject and improving the level of policy legalization;To strengthen the maneuverability of policy measures by enriching incentive and restraint measures and supplementing the contents of enterprise planning,and to ensure the effect of policy implementation by means of clear division of labor,establishment of mechanism,refinement of objectives and other means.This paper fully combines qualitative analysis and quantitative analysis,exerts their respective advantages and complements each other's shortcomings,looks up a large number of documents,conducts field research,and interviews many people involved in the transformation policy.The objective and scientific nature of this study is guaranteed to the greatest extent.
