Research On Overall Expenditure Performance Evaluation Management Of Y Province Academy Of Agricultural Sciences

The comprehensive implementation of budget performance management aims to require the government(departments),policies and projects to carry out three levels of budget performance management,which is also an inevitable trend of budget performance management reform.The core content of budget performance management is budget performance evaluation.The department's overall expenditure performance evaluation is an important part of budget performance evaluation management.The department's overall expenditure performance evaluation actually gives a single department more decision-making power in fiscal expenditure management.The expenditure activities of the department form a result-oriented management model with equal rights and responsibilities to achieve the goal of improving the performance of departmental fiscal expenditures.Although,in our country,budget performance evaluation has only been implemented for about ten years,through continuous exploration,implementation and improvement,a relatively unified performance rating indicator system has been formed by industry and field.At the same time,the performance evaluation process has been continuously standardized and powerful.Improved the performance level of fiscal budget expenditures.However,specific to the budget performance evaluation management practice of each department,because of the lack of performance management awareness,focusing on investment but not management,focusing on expenditure and neglecting performance,it did not fully consider the expenditure characteristics of the industry and this field and the actual situation of the department.Circumstances have greatly reduced the expenditure performance evaluation of various departments,which has affected the overall expenditure performance of the department and affected the efficiency of the use of fiscal funds.Therefore,on the basis of fully considering the expenditure characteristics of industries and fields,and combining the actual expenditure characteristics of the department,the overall expenditure performance evaluation research of the department is important for improving the scientificity,standardization and effectiveness of the overall expenditure performance evaluation of the department.Significance,can also fully improve the performance level of the department's fiscal expenditure.The research in this article is based on the overall expenditure performance evaluation of agricultural scientific research institutions.Agricultural scientific research institutions,as non-profit institutions established by relying on national financial expenditures,have established a comprehensive,full-process,and full-coverage budget performance management system.A set of relatively complete overall expenditure performance evaluation management suitable for agricultural scientific research institutions has been formed.However,in practice,there is still a lack of consideration of the characteristics of the expenditure of agricultural scientific research institutions in specific regions,which affects the overall expenditure performance level.Based on this,in order to scientifically,objectively and fairly evaluate the use of funds and the overall performance of scientific research activities of agricultural scientific research institutions,and to solve and improve some problems existing in the current budget performance management of agricultural scientific research institutions,this article selects the Y Provincial Academy of Agricultural Sciences to fully understand Based on the field investigation of the functions of the Y Provincial Academy of Agricultural Sciences,a systematic analysis of the current budget performance management status has been found,and the current situation of the Y Provincial Academy of Agricultural Sciences has not yet established an overall expenditure performance evaluation system,resulting in inaccurate and unscientific department performance self-evaluation results.Therefore,this article conducts further research on how to improve the overall expenditure performance evaluation of the Y Province Academy of Agricultural Sciences.The specific research content is as follows: First,analyze the current status and existing problems of the overall expenditure performance evaluation management of the Y Province Academy of Agricultural Sciences;secondly,based on the existing overall expenditure performance evaluation common index system framework,combined with the Y Province Academy of Agricultural Sciences department Responsibilities,work objectives and characteristics of agricultural scientific research activities,according to the principle of organic integration of common indicators and individual indicators,supplement and improve individual indicators that reflect agricultural scientific and technological innovation,and build a departmental overall expenditure performance evaluation management system suitable for the Y Provincial Academy of Agricultural Sciences;third,Use the optimized performance evaluation managementsystem,perform performance evaluation based on the relevant data and materials of the Y Provincial Academy of Agricultural Sciences in 2018,and comprehensively evaluate the input,process,output,and effects of the overall expenditure of the Y Provincial Academy of Agricultural Sciences in 2018.Evaluation;Finally,systematically sort out the problems existing in performance evaluation management and put forward corresponding suggestions for improvement.Through this article,we build an optimized overall expenditure performance evaluation management system for agricultural scientific research institutions,and use the evaluation and application of the Y Provincial Academy of Agricultural Sciences to systematically analyze existing problems and propose improvements to research,with a view to providing departmental budget performance management for similar agricultural scientific research institutions in other provinces,Performance evaluation and other practices provide useful references.
