When large group enterprise develops to a certain scale,has got a powerful business,it often want to expand business to other areas which have different resources,in this way,the enterprise can become bigger and stronger.NICE Group is the leading enterprise in the daily chemical industry of our country.Except the Lishui headquarter in Zhejiang Province,NICE Group has established several production bases in Hunan,Sichuan,Hebei,Jilin,Xinjiang,Jiangsu and Taiwan.In the fierce market competition,if a company want to merge into local society,make full use of the local resources and conveniences,a localization of human resources is quite crucial.This thesis through a investigation of the localization of human resources in NICE Group's off-site bases,found that it was necessary to send a certain number of manager and technical personnel to give a normative management and technical guidance in the beginning of off-site bases.And the author also found some problems during that process,such as a high cost of human resources,the human resources shortage of headquarter,lack of understanding about the local culture,distrust between company and local government and public,instability of local human resources and etc.So enterprise group must select and train local talent,let staff understand the group's culture,familiar with the group's management mode,master the production technology,technical requirements,quality standards,etc.,to promote the localization of human resources.This thesis use some relevant theories to analyze and study the implementation of human resource localization,and give a strategy of implementing localization of human resources,which should planned and implemented from two aspects of enterprises and individuals.On the one hand,enterprises should have a basic planning and principles about the human resources localization,establish a modern corporate system,scientific assessment and incentive mechanism,pay attention to the construction of enterprise culture and team spirit,provide a better platform for the employees' development.On the other hand,enterprises should have a good training system,a continuous development plan for employees,give employees full credit and authorization,and pay attention to employees' work and life.
