Research On The Government's Duty Performance And Optimization Countermeasures In The Development Of Panzhihua Health Tourism

As a resource-based city dominated by iron and steel,panzhihua is faced with worldwide iron and steel overcapacity and insufficient development momentum of resource-based city,etc.,the national economy presents a serious decline trend,and the urban transformation is imperative.Therefore,panzhihua takes the tourism industry as an important breakthrough for economic restructuring,urban transformation and upgrading,and continuous improvement of people's livelihood.In recent years,panzhihua has taken advantage of the unique "local advantages" to actively explore and vigorously develop the sunshine health care industry.However,as panzhihua itself is a typical resource-based city,the tourism industry started late,the tourism resources are not prominent enough,the infrastructure is not perfect enough,and there are still many difficulties in the development of health care tourism,such as low industrial agglomeration,imperfect product system and low brand effect.Since the government plays an important role in the industrial transformation and upgrading of resource-based cities,panzhihua city needs to deal with the relationship between the tourism market and government functions scientifically and keeping pace with The Times in order to win a place in the fierce tourism competition market.Therefore,it becomes a key and necessary issue to study the government functions in the development of tourism industry.Through research,the government functions should be given full play to promote the upgrading of panzhihua's tourism industry and improve the overall development level of panzhihua's tourism industry.Based on the main theories and case studies of domestic and foreign governments promoting the performance of government functions in the development of tourism industry,this paper adopts various research methods to comprehensively analyze the specific situation of government performance in the development of health tourism in panzhihua city,find out the existing problems and deficiencies,and put forward optimization countermeasures.Firstly,literature research method is adopted to collect and sort out relevant literature materials and summarize relevant theories and concepts.Secondly,the system analysis method is adopted to deeply analyze the performance of panzhihua municipal government's function of developing health tourism,and comprehensively summarize the experience and lessons according to the existing problems and difficulties in the current situation.Thirdly,by means of comparative study,this paper studies and explores the effective implementation of government functions in the development of health tourism in panzhihua through the comparative analysis of cases of other local governments at home and abroad.Finally,in view of various problems existing in the function implementation of panzhihua government's healthy tourism development,Suggestions are provided for optimizing the development path and policy measures of panzhihua city transformation,so as to promote the development of healthy tourism in panzhihua.The development of health care tourism in panzhihua is still on the road of exploration and facing many problems.It is of vital importance for the government to formulate appropriate development strategies based on local actual conditions,effectively exert government functions and promote the development of health care tourism in panzhihua.In view of various problems existing in the government's performance in the development of health care tourism in panzhihua,this paper puts forward optimization countermeasures from six aspects,such as improving the forward-looking and accurate positioning,innovating the development concept,streamlining administration and delegating power,attaching importance to the construction of tourism industry system,strengthening the supervision and management of tourism market,and giving full play to the guiding role of government policies,so as to further promote the development of health care tourism in panzhihua,and provide some references for other local governments to develop health care tourism.
