At present,China's resources are limited,and its demographic dividend is gradually disappearing,and its industrial capacity is seriously excess;its economic growth is slowing down,and its economic development has officially entered the new normal,which means that the original development mode is no longer suitable for the current national conditions and new driving mode needs to be found to adapt to the new normal of economy.Therefore,the 18 th National Congress of the Communist Party of China clearly proposed that scientific and technological innovation is of great significance to national development and the enhancement of overall national strength,and the innovation-driven development strategy was put at the core of national development.The 19 th National Congress of the Communist Party of China reaffirmed the importance of innovation as the primary driving force for development,and raised we should keep innovation-driven,vigorously strengthen the national innovation system,and accelerate the building of an innovative country.Henan province,as the main province of the central plains economic zone construction,undertakes the important mission of the rise of central China.Although Henan's economic development trend is getting better,there are still many problems.At present,the industrial structure of Henan province is still faced with severe challenges such as heavy industry dependence,large industrial energy consumption and environmental pollution,which urgently needs to be adjusted.Based on the above problems,this paper aims to study the impact of technological innovation on industrial structure upgrading in Henan province,and then the correlation between technological innovation and industrial structure upgrading in Henan province,what efficiency of technological innovation in promoting industrial structure upgrading in Henan province and the horizontal comparison with other provinces in central China were explored.It is divided into the following parts:Chapter 1 Introduction: the research background and the significance of topic selection are put forward,and the practical significance is pointed out.Chapter 2Theoretical basis and literature review: this chapter gives a detailed overview of technological innovation theory and industrial structure theory,ands the mechanismof technological innovation on industrial structure upgrading is analyzed from different perspectives such as supply and demand.After the theoretical part is sorted out,relevant literature reviews at home and abroad are reviewed,and the research degree of technological innovation and industrial structure upgrading is fully grasped.Chapter 3 Analysis of technological innovation and industrial structure in Henan province: The present situation of technological innovation and industrial structure in Henan province is analyzed through data,and the problems and countermeasures are found through data analysis.Through analysis,it is concluded that the investment intensity of technological innovation in Henan province is relatively low,and the innovation is not highly efficient,and the industrial structure level is relatively low,which is mainly reflected by the low agricultural labor force and high energy consumption,and the high proportion of industries with excess capacity.Chapter 4Correlation analysis of technological innovation and industrial structure upgrading in Henan province: Through empirical analysis of the correlation between technological innovation and industrial structure upgrading,it is concluded that technological innovation has a significant positive impact on industrial structure upgrading in Henan province,and the impact of R&D investment on industrial structure upgrading in Henan province is greater than that of R&D personnel.Chapter 5Industrial structure upgrading efficiency and horizontal comparison in Henan province: The three-stage DEA is used to measure the efficiency of six provinces in central China,and to test the influence of environment and random factors on the efficiency of Henan province.Finally,the reasons for restricting the efficiency of industrial structure upgrading through technological innovation in Henan province were found out by comparing with other provinces in central China.The results show that the average efficiency of industrial structure upgrading through technological innovation in Henan province ranked fourth in the central region,far lower than that of Hunan province,which should be taken as a reference when formulating relevant policies.From year to year,the efficiency of promoting industrial structure upgrading through technological innovation in Henan province shows a higher growth after 2014,second only to Hunan province,and the pure technical efficiency value has exceeded the scale efficiency value,showing that the focus of Henan province is to improve theefficiency of pure technology,rather than blindly expanding the scale of investment.Chapter 6Conclusions and recommendations: According to the research conclusion and analysis of the current situation,some policy suggestions such as adjusting the structure of R&D funds,improving the quality of R&D personnel,strengthening the technological innovation environment and strengthening the government's guiding role are put forward.In short,through combining the theoretical analysis and empirical analysis,with technology innovation as the starting point,the upgrading of industrial structure of Henan province as an aim,a comprehensive analysis of existing problems in the process of technological innovation for upgrading industrial structure of Henan province was made,and the problems of restricting efficiency was found out,providing important theoretical reference for Henan province to improve the level of technological innovation and industrial structure.
