Since the reform and opening up,although China's economic development has made great achievements,it has reached the bottleneck period,the capacity utilization rate is not high,and the resource and environment constraints are severe.Only the endogenous power of development can be released from the transformation and upgrading,and profitable growth can be achieved.S&T innovation is an important path to promote industrial upgrading.It promotes industrial transformation and upgrading with innovation-driven strategy.To this end,this paper focuses on the specific impact of S&T innovation on industrial transformation and upgrading.Based on the basic connotation of S&T innovation and industrial transformation and upgrading,this paper comprehensively construct corresponding index system and measure it,and deeply explore the impact mechanism of S&T innovation on industrial transformation and upgrading;then use statistical analysis methods to briefly describe the development of S&T innovation and industrial transformation and upgrading.On the basis of this,the selection of S&T innovation as an explanatory variable,and the introduction of financial development level,fixed asset investment,government intervention,social consumption level and labor growth rate as control variables,constructs a panel smooth transfer model with int eraction effect,research The impact of S&T innovation on industrial transformation and upgrading.In addition,since opening to the outside world is China's basic national policy,it is also of great significance to industrial transformation and upgrading.Exchange rate fluctuations reflect certain characteristics of opening up to a certain extent.For this reason,the exchange rate is selected as a common factor in the empirical part for interaction effect analysis.The heterogeneity of each province is measured.This paper uses China's 30 inter-provincial panel data to analyze the impact of S&T innovation on industrial transformation and upgrading by constructing a panel smooth transition model with interaction effects.The results show that there is a significant nonlinear relationship between S&T innovation and industrial transformation and upgrading.When the level of S&T innovation is lower than the threshold,the model is in a low mechanism,and S&T innovation promotes the transformation and upgrading of the industry;when the level of S&T innovation is above the threshold,the model is in a high-mechanical interval,because the development of each region is uneven,thus having an industrial transformation and upgrading inhibition.The results of the interaction effect are significantly reflected in the differences in the performance of exchange rate shocks due to the influence of their own openness levels.The provinces and cities with high degree of openness are sensitive to exchange rate shocks.Fina lly,based on the empirical results,the corresponding policy recommendations are proposed.The most important one is to realize the mutual linkage of the eastern,central and western regions and achieve balanced development.
