| Financial support for agriculture is one of the important measures to promote agricultural economic development and increase farmers’ income.However,with the development of agricultural economy,the excessive investment in production factors such as chemical fertilizers,pesticides and agricultural film has led to a series of problems affecting the sustainable development of agriculture,such as agricultural ecological environment pollution,food security and greenhouse effect.These problems have been brought to the attention of all sectors of society.Therefore,the development of low-carbon agriculture has become an urgent need to alleviate the greenhouse effect,reduce agricultural environmental pollution,and improve food security.From a macro perspective,the development of low-carbon agriculture requires agricultural technological progress and financial support.In 2016,the agricultural modernization plan will take green agriculture as one of the tasks of agricultural modernization development,and propose a sound financial support for key areas and weak links of agricultural modernization.From the microscopic point of view,farmers are the direct implementers of agricultural production and low-carbon emission reduction technologies.To develop low-carbon agriculture,it is necessary to alleviate the shortage of farmers’ funds,change the production concepts and production methods of farmers,and guide them.Farmers develop low-carbon agriculture.Therefore,in the context of current financial support for agriculture and the development of low-carbon agriculture,tobacco agriculture is taken as an example to study the behavior of tobacco farmers’ borrowing and their effects on low-carbon production,and to supplement and develop low-carbon agriculture theory and rural financial theory from the theoretical level.It is conducive to guiding financial institutions to support the development of low-carbon agriculture,and has great practical significance for reducing agricultural carbon emissions and increasing tobacco farmers’ income.This paper defines the concept of low carbon production and low carbon effect in rural households by combing and summarizing the literature on farmers’ borrowing behavior,low carbon production behavior of farmers,low carbon agriculture and financial development,in rural financial theory,farmer behavior theory and low carbon production.On the basis of theory,the McKinnon model is used to analyze the mechanism and research methods of farmers’ borrowing behaviors affecting low-carbon production effects.Based on the survey data of tobacco farmers in Qinba tobacco-growing area of Shaanxi Province,this paper analyzes the behavior of tobacco farmers borrowing and using binary logit model to test the influencing factors;constructs the carbon effect analysis framework of tobacco farmers according to the production behavior of tobacco farmers,and calculates and analyzes the carbon effect of low-carbon production of tobacco farmers;Using the propensity score matching method(PSM)to analyze the impact of formal and private lending behaviors of tobacco farmers on production inputs,the irrelevant regression model(SUR)was used to test the effects of formal and private lending practices on the effects of low-carbon production,and finally based on empirical results.Relevant countermeasures are recommended.The results show that:(1)The demand for productive lending by Shaanxi tobacco farmers has not been fully met,and some farmers can only meet the demand for productive lending through private lending.The family population and the area of tobacco growing have promoted the formal and private lending practices of tobacco farmers.Education expenditure,medical expenditure and housing repair expenditure are the main factors affecting the behavior of tobacco farmers’ borrowing.The extent of tobacco farmers’ understanding of loan policies and the loan policy Satisfaction and satisfaction with financial services have a significant impact on the formal lending practices of tobacco farmers.(2)The carbon emission and carbon effect of tobacco farmers are significantly different under different lending behaviors.The average household carbon emissions are from formal loans to non-governmental loans > non-lending loans,and those with formal lending behavior have the lowest carbon production efficiency.The carbon economy is the most efficient,and the farmers with private lending behavior have the lowest carbon economy efficiency and the highest carbon intensity and carbon density.(3)The borrowing of tobacco farmers can promote the investment in agricultural production,and the promotion of formal lending is greater than that of private lending;formal lending can effectively promote the increase of agricultural income,reduce agricultural carbon emissions,and improve the efficiency of agricultural carbon economy,but the higher the formal lending rate will be As a result,agricultural income declined and agricultural carbon emissions increased,while private lending had no significant impact on agricultural income,agricultural carbon emissions,and agricultural carbon economic efficiency.According to the conclusions,the following countermeasures are proposed: strengthen the promotion of credit policy,guide farmers to form effective formal borrowing needs;strengthen low-carbon production publicity and education,improve the enthusiasm of low-carbon production of tobacco farmers,innovate rural financial products and service methods,and support the development of low-carbon agriculture. |
