Chengdu SICO Company is a private enterprise engaged in communication services.During the 12 years of development,the company has grown from weak to strong,and has accumulated valuable experience and customer resources.After years of development,SICO has grown into a AAA-level integrated communication service provider in China.In the past,the company’s operations were mainly based on communication network construction.With the change of the external environment,enterprises are facing more and more bottlenecks under the single business development model.Companies need to develop a viable transformational development strategy based on the new external environment and internal resources and capabilities.This paper takes SICO’s transformation and development strategy as the research object.In the basic part,it first sorts out the problems of strategic management,enterprise strategic transformation,strategic development of communication service enterprises and the main tools of existing strategic management analysis,and then summarizes and describes the basic characteristics of communication service industry.In the specific research of the company’s strategic transformation,it first analyzes the external macro environment faced by the company from four aspects: policy,economy,society and technology,and analyzes the industry environment through Porter’s five-force analysis method.Secondly,it summarizes the company’s existing resources and analyzes the company’s ability to use resources,analyze the company’s internal environment through resources and capabilities.According to the SWOT analysis framework,judge the main development opportunities and threats faced by the company from the external environment of the company,and summarize the advantages and disadvantages of the company from the internal environment.Specifically,the company faces opportunities for national policy support,more standardized industry competition,and increased market demand for network maintenance and network optimization.The main threats are reduced traditional construction services,heavy labor cost burdens,high security construction pressures,and potential competitors enter.The company’s advantages are mainly reflected in financial management,organization management,corporate brand,business and customer resources.The disadvantages are mainly insufficient human capital backup,low technical level and single business.Finally,consider the company’s opportunities,threats,strengths and weaknesses to determine four alternative strategies and development goals..The main factors that influence the choice of the company’s development strategy through the analytic hierarchy process are the labor cost threats faced by the company and the advantages of its business and customer resources.This paper concludes that companies should develop a diversified development strategy,make full use of existing resource advantages and resist external threats.Specifically,the company should set strategic goals for network construction,maintenance,and optimization of diversified development.Based on the strategic objectives of diversification transformation and the actual threats,the company proposes feasible implementation plans,including seizing business resources,refining cost control,strengthening strategic risk management,strengthening enterprise service technology level,and actively deploying domestic market.The company comprehensively guarantees the smooth progress of the company’s diversified business strategy from four aspects: company resources,corporate governance,company system and company culture.
