A Research On Innovation Network Of Strategic Emerging Industries From The Patent Perspective

With the accelerating process of the economic globalization and the rise of the knowledge economy, many countries and regions have introduced a series of economic recovery plan to solve the industrial hollowing and economic recession which caused by the transfer of the traditional manufacturing industry. Competing for the high ground of science and technology was regarded as a strategic priority. They view the investment in science and technology innovation as the most important strategic investment and focus on cultivating and supporting the emerging industries which have a significant impact on national economic development and national security.Strategic emerging industries have the characteristics of strategic、guidance、 innovation and sustainable development, while also accompanied by risks. As the innovation-oriented and technology-intensive industries, strategic emerging industries in essence is innovation-driven industries, innovation is the driving force which made the strategic emerging industries to survive and develop, and to achieve sustainable development. Combined with the development of modern innovation theory, innovation is increasingly seen as a non-linear process of social networking. Under such circumstance, innovation networks has become a hot topic in recent years. In the innovation process, the patent literature can be characterized as the most immediate level of creativity and technology achievements and the joint patent application can reflect the important innovation in knowledge sharing and transfer of activities between organizations, and in the process of joint patent application, an informal network of cooperation was formed spontaneously among the enterprises> universities and research institutions. Using the data of joint patent to analyze the cooperative innovation network of the industries have already been recognized by the majority of scholars. Therefore, on the basis of domestic and foreign research results on innovative network, this paper studied the innovation network of the strategic emerging industries from the perspective of patent data and statistical analysis of the joint Patent. This innovative network is constituted by the data of joint patents among the enterprises, universities, research institutions and other organizations and the patent applicant is the node of the network, the cooperation in patent application settled Links between nodes.As one of the strategic emerging industries, the information technology industry, the innovation is not only reflected in the technology progress and the business model, but also in the penetration of information technology integrated into all sectors of social economic development. In the fact, the process of innovation and development of the information technology industry is also a process of socio-economic development and create new value with the help of information technology. As a central city in central China, Wuhan has a comprehensive national high-tech industrial base and national independent innovation demonstration zone. It’s information technology industry has achieved some results with the advantages of its industrial base and the Science and Education Resources. Therefore, this paper selected Wuhan IT industry as the research object and according to the main line of "Patent Status-Patent Innovation Network-based analysis-conclusions and recommendations" to analyze the structure and problems of Wuhan IT industry innovation networks.In this paper, the patent application situation, applicants and patent legal status data of the information technology industry in Wuhan was collected as a basic analysis. Then we analyzed the size, density, central, core edge aggregation mode and subgroups of Wuhan IT industry innovation network by using social network analysis method to discussed the structure, internal links and features of the innovation network. At the last, we made some optimization proposals for the problems of the Wuhan Information Technology industry innovation network, and summed up the inspiration for the cultivation and development of strategic emerging industries. This study found that the scale of the Innovation Network is small, less innovation links among the enterprises and universities and research institutions and the rate of innovation transformation is relatively low, the innovation capability of the small and medium-sized enterprise innovation ability is weak. So we gave some recommendations on establishing the role and function of the innovation actors, strengthening links between actors of innovation, creating an innovative environment. Summarizing the current situation and development of the Innovation Network, we also got some inspiration to cultivate and develop the strategic emerging industries:relying on and taking full advantage of local conditions; establishing the main part of the Innovation networks, protecting and promoting the development of SMEs; strengthening the cooperation of university and enterprise, improving the conversion rate of innovation.
