As a trade protection measure with the permission of WTO, Anti-dumping is the important means to protect of the domestic industry as well as the necessary tool against an unfair competition. From the foundation of WTO, almost 3,000 antidumping cases have been initiated, and in nearly 2,000 cases of the antidumping order eventually were imposed. Recently, more and more developing countries are joining themselves on to the anti-dumping party. At the same time, the number of antidumping cases initiated by China is also increasing.The anti-dumping measure mainly means to impose the antidumping duty which is equal to the dumping profit margin or accept the price commitment. Both these two kinds of methods would produce economic effect which is similar to tariff, and it would have various economic impacts on the import country. Like a "double blade sword", the anti-dumping measures certainly will bring harm to other relative groups while protecting the interests of importer-groups. Along with the increase of antidumping we initiate, the negative effect of it also presents continuously. How to take anti-dumping measures reasonably and moderately become urgent.In China, there are not so much deep researches on the economics effects of antidumping measures taken by China, especially the negative effect. And even in those deep researches, most of them are qualitative analysis other than quantitative analysis. In order to meet this purpose, on the basis of analysis the economic effect of dumping, the article puts forward a related policy and suggestion to promote our country balance the benefit between the producers of import-competitive products, relative industries and customers, maximize the whole national public benefits.At first, the article deals with the principle of dumping, the current situation of international anti-dumping and the anti-dumping progress of our country. Then it analyses the economic effect from three aspects: It analyses the anti-dumping protection function through a model. Then it points out the factors which weaken antidumping protection: the effect of trade transfer and the effect of investment cross over. It also first to set up a model to discuss that the impact taking an anti-dumping measures on is up to the latter's international competitiveness. It tells us impose antidumping tax will affect the competitiveness of downstream industries with a model. And then it analyses the impact on consumers of the final products. The end of the article is policy and suggestion. It puts forward we should introduce public interests into anti-dumping.
