An Investigation On Financial Support For Agricultural Land Transfer In Jiyuan

Farmland transfer is the breakthrough point of rural reform.It is of great significance to promote the upgrading of agricultural industry,to ensure the safety of farmers' food production,to transfer rural population,to realize industrialized operation and to promote the construction of efficient urbanization in China.On the one hand,the development of rural land transfer depends on a certain system environment and social development level.2018 is the last year of land rights confirmation,and is also the summary stage of the implementation of the pilot project of mortgage loan for rural contracted land in Henan Province.As a pilot area of mortgage loan for rural contracted land management right in Henan Province,Jiyuan City has gradually expanded the scale and forms of farmland transfer,and the financial support needed has gradually increased.On the other hand,the development of agricultural land has been deepening the development of rural financial institutions.At present,in addition to financial subsidies,the external funds obtained by peasant households mainly come from micro-agricultural special loans and private capital loans issued by financial institutions such as Agricultural Bank of China,China Postal Savings Bank and Rural Credit Union.Under the background of new agricultural production,the financial supply in rural areas cannot meet the financial needs of new agricultural subjects.By investigating the financial support of rural land transfer in Jiyuan City,this paper finds that the defect of financial support in the process of rural land transfer is of great significance to improve the rural financial system.Based on the theory of scale reward,property right and rural financial market,this paper investigates and studies the financial support of rural land transfer in Jiyuan City through literature reading,questionnaire and comparative analysis.It finds out the problems in the process of financial support for rural land transfer and the defects of rural financial system in this area.By drawing on the successful experience of the reform of the agricultural land finance system in developed areas at home and abroad,this paper puts forward relevant countermeasures and suggestions for the development of Jiyuan's agricultural land finance.
