Research On The Problem Of “Land-lost” Farmers In Three Rivers Source Under The Background Of The Transfer Of Rural Land

The issue of farmland circulation has been a major issue in China's economic and social development since its emergence,and is a key factor for the stable and sustainable development of the " three rural" economy.It is the core goal of rural land reform,China,to solve the land problem of the broad masses of peasants and always realize,safeguard and develop the fundamental interests of the broad masses of peasants.Since 2003,the central government has issued document No.1 for 15 consecutive years,attaching great importance to the issue of rural land circulation,aiming at solving the land problem of the vast number of farmers.Since the Third Plenary Session of the 17 th CPC Central Committee in 2008,the circulation of rural land has entered a new situation.The proposal of " three rights divided into three parts",the second major innovation in rural land reform after the household contract responsibility system with remuneration linked to output,will further push the circulation of rural land into another new situation.Rural land transfer is continuously carried out in practice all over the country,and the ranks joining in the rural land transfer are growing stronger and stronger,followed by the ranks of " landless" farmers.Under the condition that the collective ownership of rural land remains unchanged,the right to contract is separated from the right to operate and the right to operate the land is released.Farmers transfer their land management rights to others or collectives,without the right to operate on the land,it means " losing" the land.For farmers,land is not only used to produce material and living materials,but also the lifeblood of them.Farmers face not only the troubles of production and living,but also many problems attached to the land.Under the guidance of the socialist rural land system with Chinese characteristics,on the basis of using the existing achievements for reference,and in combination with the actual situation of the Three Rivers Source Region in Qinghai Province,that is,due to the particularity of environmental protection in the Three Rivers Source Region in Qinghai Province,its traditional and scattered agricultural and animal husbandry development mode cannot meet the requirements of the current regional economic development to a large extent.Therefore,the transfer of agricultural land is used as a means to gather the land together,and various forms of agricultural cooperatives are used as carriers to carry out large-scale management,thus effectively promoting the economic development of the Three Rivers Source Region.However,this has also caused a large number of farmers and herdsmen to " lose" their land due to the transfer of agricultural land.Once farmers and herdsmen " lose" their land,they will have to face various problems such as future life,employment,old-age care and children's education.In this paper,farmers and herdsmen in Hainan Tibetan Autonomous Prefecture and Guoluo Tibetan Autonomous Prefecture are taken as the research objects,and the situation of landless farmers and herdsmen is deeply analyzed through interviews and literature methods.On this basis,the root causes of the problem of " landless" farmers and herdsmen are analyzed,and then some strategies and suggestions are put forward to better solve the problem of " landless" farmers and herdsmen in three rivers source District,providing some useful references for solving the problem of " landless" farmers and herdsmen,so that every farmer can better realize his own development.
