At present,China has shifted the focus of its development to rural areas.A strategy for rural revitalization has been proposed at the 19 th National Congress of the Communist Party of China.It Points out the direction for rural development in the future.As a basic agricultural production capital,considering how to allocate land rationally is particularly important,it related to its utilization efficiency.The transfer of rural land in order to achieve land intensive and large-scale operations is conducive to the effective allocation of land resources,which is a key issue in rural development.At this stage,China's rural land still has the problem of fine fragmentation and abandonment of farmland.Firstly,the small-scale family business has been difficult to adapt to the development of modern agriculture,characterized by marketization,large-scale.Second,new urbanization has brought about more employment opportunities,resulting in a lack of labor force engaged in agricultural production.This provides the inevitability of land circulation.China's land transfer policy has undergone a process from prohibition to release,and then to standardization and promotion.Since 2007,the Chinese government has introduced many policies to promote land circulation.At the same time,local governments are also actively implementing innovative practices in land transfer.Then,will the policy of land transfer affect the behavior of farmer's land transfer and how it will affect? This is the focus of this article.In this paper,it will take 11 cities in Hebei Province as an example and take peasants in these cities and towns as the research object.This paper uses the project survey data on Hebei Province from the Outflow Monitoring Survey conducted by the National Health and Family Planning Commission in 10 cities in December,2015,and the land transfer policy data of 11 cities in Hebei Province.The main contents of this paper are as follows: First,sort out the land transfer policy in China and Hebei Province,grasp the characteristics of its evolution,and determine the time period for the selection of policy information.Second,establish a quantified scoring standard for land transfer policy,and based on the criteria,score the land transfer policies of 11 cities and obtain empirical analysis data.Third,establish a hierarchical linear model to analyze the impact of land transfer policy on farmer's land transfer behaviors,and to explore the policy objectives,policy strengths,and policy measures how to affect it.Fourth,combine the results of this study to explore ways to promote farmer households to make land transfer and give some suggestions.Provide the basis for continuing to improve the land transfer policy.The study found that: Policy factors have a significant impact on farmers' land transfer behavior.The impact of policy objectives on farmer's land transfer behavior was not significant at first,but after the policy strengths was added,the impact of policy objectives began to become significant.Policy strengths and policy measures have a significant impact on farmers' land transfer behavior.Conclusions: First,the land transfer policy can effectively promote the farmers' land transfer behavior,indicating that land transfer is deeply driven by policies,and an incentive land transfer policy can encourage farmers to transfer land.Second,all cities and towns are more consistent in the direction of the target,mainly to promote farmers' circulation,revitalize the land resources,and make effective use of the land.Third,the ultimate effect of a policy is to take what kind of policy measures to achieve.At the same time,in selecting policies,we must choose specific measures that are effective for the problem.For land transfer,it is particularly important to determine the right and transfer markets and platforms.In future practice,effective implementation in these areas should be ensured.Only goals and measures,but not a binding document to release to the grassroots to practice,will ultimately not play the role of policy.Therefore,after the objectives and measures have been formulated,they will require a certain binding document to promote implementation.
