Calculation And Analysis Of High Quality Development Index Of Real Economy In Tangshan

The real economy is the main body of high quality development.Without the high quality of the real economy,it is difficult to achieve high quality of the economy.As a heavy industrial city,Tangshan is in the process of transforming the development mode,optimizing the economic structure and transforming the growth momentum.This paper analyzes the development of Tangshan's real economy with the "high quality development" vision to find out the problems,solve the problems,complete the transformation,and then improve the high-quality development of the economy.Based on the understanding of the real economy and the connotation of China's five development concepts,this paper selects 22 indicators from the five aspects of real economy innovation development,coordinated development,green development,open development and shared development.The economic high-quality development index indicator system,and innovatively integrate the coordination between traditional industries and strategic emerging industries.The weights of each index are determined by the combination of equal weight method and entropy method.The comprehensive index method is used to calculate the high-quality development index of Tangshan real economy in 2008-2017.Then,a comparative analysis is carried out on the time series.The results show that the high-quality development index of Tangshan real economy has shown a steady upward trend.That indicates Tangshan's industrial restructuring and supply-side reforms have achieved remarkable results;Tangshan real economy innovation and development index showed an overall upward trend.However,in 2016,the R&D personnel of industrial enterprises above designated size had a downward trend in the equivalent of full-time equivalents and the proportion of scientific and technological expenditures in fiscal expenditures,indicating that the government supported innovation and the lack of talent support;The coordinated development index of the real economy has beendeclining since 2015.Because the industrial structure is not reasonable enough,and the coordination between traditional industries and strategic emerging industries is not high;The real economy green development index has been rising since 2014?But the general solid utilization rate score is fluctuating at a lower level.This reflects the low level of comprehensive utilization of solid waste in Tangshan industrial enterprises and low recycling level.The index of open development of real economy is generally low and it has dropped significantly since 2014.It shows that the quality of the open development of the real economy is not high and it is the weak link in the high-quality development of the real economy indicating that Tangshan's advantages such as location and coastal areas have not been fully utilized;The overall level of the real economic sharing development index is high.But it showed a downward trend in 2017,which needs to be paid attention to.Finally,aiming at the short board existing in the process of high quality development of Tangshan real economy,this paper puts forward some countermeasures and suggestions in order to improve the high quality development level of Tangshan real economy.
